The Spanish Agricultural Guarantee Fund (FEGA) has allocated 12.79 million euros from the national basic payment reserve of the Common Agricultural Policy (PAC) to 2,488 farmers and ranchers who start their activity, corresponding to the 2022 campaign. Specifically, the average allocation per beneficiary reaches 5,143.40 euros. This allocation is one of the measures contemplated in the first pillar of the CAP to support young and new farmers who meet certain installation and training conditions established in the regulations.
85% of the beneficiaries of this payment, 2,124 farmers and ranchers, are young people, who have received a total allocation of 10.88 million euros (5,123.20 euros on average per beneficiary). Likewise, the national basic payment reserve has granted other farmers and ranchers who start farming a total of 1.91 million euros, to be distributed among 364 beneficiaries, which means an average allocation of 5,261.31 euros per beneficiary.
More than 26,000 farmers and ranchers benefited
This way, in this last cycle as a whole, basic payment rights have been assigned to 26,092 farmers and ranchers for an amount of more than 135 million euros, with an average of 16.9 million euros per year, when in the previous period this annual average was five million euros. Against the annual average of 1,050 young people who received rights from the reserve between 2007 and 2014, in the period 2015-2022 2,845 young people have been served each year.
The results of the allocation of the national base payment reserve in the 2022 campaign confirm the correct operation of this mechanism as a fundamental tool for income support, in the framework of the incorporation of young farmers and ranchers in Spain. For all beneficiaries of this 2022 campaign national reserve entitlement allocation, the final conversion of their basic payment entitlements to basic income support entitlements for sustainability will take place under the campaign of application 2023.
