An allegation has been made against the brokerage house Green Delta Securities Limited (Trek No-59), a member of Punjibazar, of misappropriating the funds and shares of a woman investor. Bangladesh Securities and Exchange Commission (BSEC), the capital market’s regulatory body, has formed a three-member investigation committee to look into the matter in view of the complaint of the woman investor. The commission has instructed the committee to complete the investigation and submit the report. An inquiry committee has been constituted in this regard in an order issued by BSEC recently.

However, the claims of the brokerage house Green Delta Securities Limited, the allegations being made against their company, are baseless. The real facts will come out after the BSEC investigation.

The members of the investigation committee are – Assistant Director of BSEC. Maruf Hasan, Dhaka Stock Exchange (DSE) Manager Debashish Roy and Central Depository Bangladesh Limited (CDBL) Senior Assistant General Manager Monirul Islam.

The BSEC order stated, Bangladesh Securities and Exchange Commission feels that it is necessary to investigate the embezzlement of funds and shares of Sultana Yasmin (BO account-1203620053045920) maintained in Green Delta Securities Limited in the larger interest of the capital market and general investors. It was ordered to conduct this investigation subject to the fulfillment of four conditions. The conditions are—to find out the details of the BO account number, to find out the amount of embezzlement of funds and shares from the said BO account, to find out the persons responsible for the embezzlement of the said BO account and to find out other relevant information about the embezzlement of funds and shares.

In this situation, an investigation committee consisting of three officials was constituted under the powers provided by Section 21 of the Securities and Exchange Ordinance, 1969 (Ordinance No. XVII of 1969) and Section 17A of the Bangladesh Securities and Exchange Commission Act, 1993. The committee will conduct the inquiry process on whether the mentioned matters including other matters have been properly followed or not. The members of the committee will complete the investigation within 60 days from the date of issuance of this order. Besides, submit the related report to the commission.

When asked about this, the Managing Director and Chief Executive Officer (CEO) of Green Delta Securities Limited told RisingBD that one such complaint has also come to us. In view of this we are in touch with BSEC. They said since the investor has complained, the matter will be looked into. We have spoken to the concerned investor. Did not get any satisfactory information from him. But, we don’t seem to have a process gap. The commission informed that an inquiry committee will be formed in this regard. However, I have not received the letter in this regard yet.
