The Minister of Foreign Affairs, Álvaro Leyva Durán, announced his decision to accept the provisional suspension for three months ordered by the Attorney General’s Office.
This measure was taken due to possible irregularities during the passport bidding process.
The suspension, confirmed yesterday by the Attorney General’s Office, was issued on January 24, 2024 by the Disciplinary Instruction Chamber. After an analysis of the facts, evidence and procedural actions, as well as a review of the legal and jurisprudential framework, the Control Entity determined that the initial decision was in accordance with the law.
Given this situation, Chancellor Leyva issued a statement in which he expressed his compliance with the disciplinary measure, announcing his departure from his duties as Minister of Foreign Affairs. In his words, Leyva declared: “It is my wish to specify that I continued to exercise the functions of Minister, understanding, with the advice of my representative, which was the Disciplinary Instruction Chamber itself, in the order of January 24, 2024, which ordered sending a copy of the ruling to the President of the Republic so that he could comply with the provisional suspension measure.

In addition to the suspension, the Attorney General’s Office also confirmed the opening of a new investigation disciplinary action against Leyva Durán for alleged contempt of the provisional suspension measure, despite having been duly notified and despite the fact that it should be complied with immediately.
“The Disciplinary Investigation Chamber indicated that among the facts that will be subject to review are the determinations that the holder of the portfolio would have adopted and the communications sent representing the Foreign Ministry, unaware that he was removed from office and disqualified from exercising the functions. corresponding functions,” said the Public Ministry.
