The former seremi and the former legal representative of Democracia Viva must comply with total house arrest and national roots.
The Court of Appeals of Antofagasta reversed the ruling of the Guarantee Court and revoked the precautionary measure of preventive detention for the former Seremi of Housing and Urban Planning of Antofagasta, Carlos Contrerasand the legal representative of Democracia Viva, Daniel Andrade.
The defendants, who had been deprived of liberty for two months, must comply with total house arrest and national rootsl while the investigation lasts -six months- regarding the possible crimes of fraud against the Treasury for agreements obtained directly, for a total of $426 million.
The reduction in the precautionary measures of Andres and Contreras, after the third attempt by both defenses, was a decision of the ministers of the Second Chamber of the Court of Appeals of Antofagasta: President Virginia Soublette; the judicial prosecutor, María Teresa Quiroz; and the member lawyer Luisa Cortés.
As they argued in the ruling, the determination occurred since there are new background that they surrendered the defenses, which adds to their criminal conductlas statements from both and the collaboration they have provided.
