Arizona Secures $967 Million to Bridge Digital Divide with Historic Broadband Investment

Arizona is poised to dramatically expand access to high-speed internet across the state following the approval of its plan to invest $967 million in broadband infrastructure. The funding, secured through the Broadband equity, Access & Deployment (BEAD) Program, represents the state’s largest-ever broadband investment and a major step toward Governor Katie Hobbs’ ConnectAllAZ initiative.

The project will connect roughly 160,000 households and 1,256 Community Anchor Institutions – including schools, libraries, and hospitals – currently lacking quality, reliable high-speed internet. “Opportunity for every Arizonan means access to fast, affordable, reliable internet, no matter yoru zip code,” Governor hobbs stated. “with this historic investment, we’re not just closing the digital divide, but also opening doors to economic opportunity in every corner of our state.”

The project will leverage a combination of federal and private funding, totaling $447 million from the federal government and $520 million in matching funds from the private sector. Over 7,709 miles of fiber optic technology will be installed, supporting the creation of approximately 5,000 jobs and significantly expanding connectivity throughout Arizona.

A Collaborative Effort for Statewide Impact

The Arizona Commerce authority (ACA) spearheaded the development of the BEAD plan through extensive community engagement, reaching over 5,000 stakeholders across the state. This inclusive process resulted in the identification of an additional 60,000 households to be included in the program, adding $273 million to Arizona’s BEAD award.

“This is a transformational moment for Arizona,” said Sandra Watson, President and CEO of the Arizona Commerce Authority. “With final BEAD approval, we are moving full speed ahead to connect every household and community with high-speed internet.”

The impact of this investment extends beyond simply providing internet access. Tribal communities,frequently enough disproportionately affected by limited connectivity,stand to benefit significantly. Roland Maldonado, Tribal Chairman of the Kaibab Band of Paiute Indians, expressed gratitude for the program, noting that it represents a “real-time technological welcomed change” for his community. Similarly, Tohono O’odham nation Chairman Verlon M. Jose highlighted the importance of the funding for building “a 21st Century infrastructure for our people.”

County officials also expressed enthusiasm. Stephen Miller, Chair of the Pinal county Board of Supervisors, announced that internet carriers in Pinal County will receive over $62 million in support, bringing high-speed internet to previously underserved areas. Travis Lingenfelter, Chairman of the Mohave County Board of Supervisors, highlighted the $55.4 million investment in his county, emphasizing the importance of fiber broadband for education, healthcare, and economic growth. Stephanie Irwin, Mayor of Pinetop-Lakeside, added that the funding will allow for “many more opportunities” for economic growth in her community.

Streamlining Deployment and Future Outlook

To accelerate the deployment of broadband infrastructure, the ACA has launched the Arizona Permit finder, an interactive map consolidating permitting requirements for Internet Service Providers (ISPs). The plan builds upon existing state investments, including the Arizona Statewide Middle Mile network and various broadband development grant programs, representing a total public investment exceeding $1 billion.

Following a final review by the national Institute of Standards and Technology (NIST), the ACA will receive a Notice of Award from NTIA, enabling access to the BEAD funds.
