“LUYS” Foundation analyzed the “Promoting Effective Energy Transformation – 2023” report published by the World Economic Forum recently, in which the energy transformation index (EVI) of 120 countries, including Armenia, was calculated.

in Armenia in 2023 the energy transformation index was 53.6 points, which is 3.0 points lower than the index of 2022.

According to this indicator, Armenia ranks 72nd in the ranking table that includes 120 countries. By the way, according to the results of 2022, Armenia was ranked 54th. In other words, compared to the previous year, Armenia retreated by 18 positions.

The comparison with the world average grades shows that in 2023 Armenia the energy conversion index is 2.7 points lower than the global average index. At the same time, both “System efficiency” and “Transformation readiness” sub-indices of EVI are inferior to the global average, by 3.0 and 2.2 points, respectively.

Compared to the year of publication of the first report (2012), EVI has increased in Armenia (as well as in the vast majority of countries), but as a result of the regression recorded in Armenia in 2022 and 2023, it is currently lower than even 5 years ago, in 2018. from the level.

Compared to the previous year, in 2023 both “System Efficiency” and “Transformation Readiness” sub-indices decreased.

The developments of the last 3 years in the field of “Readiness for transformation” sub-index give cause for concern. In 2022, compared to 2021, the sub-index increased by 3.9 points, but in the following year, it decreased by 6.3 points at once. In Armenia, in 2023, compared to the previous year, a large decrease was recorded in the directions “Finances and Investments”, “Innovations” and “Education and Human Capital”. It should be noted that the main reason for the deterioration in the direction of “Finances and Investments” is the 12-fold decrease of the “Proportion of Investments in Renewable Energy in GDP” indicator within a year. The negative developments in the direction of “Innovations” are the result of the decrease of the indicators “Innovative business environment” and “The share of ecological technologies among all technologies” by 5% and 3.3 times, respectively. The deterioration in the direction of “Education and human capital” is due to the decrease of the “Quality of Education” indicator by 6.4% and the “Availability of Qualified Labor” indicator by 19.7%. The arguments given are very puzzling, because the current government mentions the improvement in these directions as an important achievement of its activity in the field.

In contrast to the previous year, when Armenia’s situation (by EVI and ranking position) was preferable to all 4 neighboring countries, in the case of the regression recorded in 2023, Armenia is not inferior to Iran among its neighbors.

2023 Among the 5 countries of our region, the largest decrease in EVI was recorded in Armenia. Among the countries of the region, Azerbaijan has made the biggest progress compared to last year: EVI increased by 6.4 points, and its position in the world ranking improved by 26 positions at once.

In the world, Azerbaijan is ahead of Armenia by 40, Georgia by 10, and Turkey by 7.
