During the preliminary investigation of the criminal case initiated on the basis of the materials received from the State Revenue Committee of the Republic of Armenia and investigated by the Special Investigation Service of the Republic of Armenia, multiple cases of importing large quantities of motor oils from Georgia to the territory of the Republic of Armenia without declaration and appropriate customs formalities were revealed, as a result of which large amounts were not paid to the state budget, in total: AMD 53,911,257 in taxes, duties and other mandatory payments, informs the SIS press service.
According to the factual data obtained during the preliminary investigation, in 2020 On January 17, drivers A. T and A. E., L., a resident of Tavush marz, engaged in illegal importation of goods from Georgia to RA territory. According to A.’s instructions, two trucks loaded with 1150 containers of oil belonging to the latter were moved to the area of the Bagratashen customs point of the RA SRC, where the shift chief V. A. and customs inspector H. M., as well as weighmaster T. According to the order agreed with A., they approached the checkpoint at a specific time and with the permission of the mentioned officials, they entered the territory of the Republic of Armenia unhindered, as a result of which the owner of the cargo, L. A. did not pay particularly large amounts of taxes, duties and other mandatory payments to the RA state budget: 16,034,896 AMD.
The preliminary investigation proved that V. A. and H. M., out of group interests and abusing his official position, regularly allowed L. Illegal importation of regular consignments of goods of A. into the RA territory.
Thus, in 2020 On January 25, 29 and March 1, the above-mentioned officials allowed the transportation of 680 containers of oil to the territory of the Republic of Armenia each time through the Bagratashen customs point without a customs declaration and relevant customs formalities, as a result of which the owner of the cargo, L. A. did not pay taxes, duties and other mandatory payments to the RA state budget in total: 37,876,361 AMD.
During the preliminary investigation of the criminal case, L. Another case of importing motor oil organized by A. In particular, it was found that E. A. in 2020 on February 14, he transported 680 cans of car engine oil to the territory of the Republic of Armenia through the Bagratashen customs post without declaration and appropriate customs formalities. T. A. was charged with the 1st and 2nd parts of Article 38 308 of the RA Criminal Code, the 2nd point of the 1st part of Article 38 205 and the 2nd part of the same article, and the drivers A. T. and A. E. was charged under Article 38 205, Part 1, Clause 2 of the RA Criminal Code.
V. A. was charged with part 2 of article 308, part 1 of article 308 /section 3/, part 2 of article 38 205 and part 1 of article 38 205 of the RA Criminal Code. with the 2nd point of the part /section 3/, and to the customs inspector H.M., with the 2nd part of the article 308 of the RA Criminal Code, with the 1st part of the article 308 /section 2/, 38 of the 205th article According to part 2 and point 2 of part 1 of Article 38 205 /section 2/.
L. A. was charged under Article 205, Part 1, Clause 2 / Section 3/ and Article 205, Part 2 of the RA Criminal Code.
H. M. and L. Detention was chosen as a preventive measure against A.
The investigation is ongoing. Necessary investigative and other judicial actions are taken: L. In the direction of revealing all the cases of illegal imports organized by A., as well as the entire range of persons involved in them, including the possible participation of high-ranking officials of the SRC in the said cases.
