The Federation Council of the Russian Federation approved the law on the ratification of the agreement with Belarus on mutual recognition and execution of decisions in cases of administrative offenses in the field of road traffic.
Russian parliamentarians ratified the document at a meeting on October 25. We would like to remind you that an agreement on the mutual recognition of fines for traffic violations was previously approved by the State Duma of the Russian Federation. It is assumed that after the law comes into force (it must also be approved by Russian President Vladimir Putin), control over the execution of automobile fines will be noticeably simplified.
Thus, the Russian State Traffic Safety Inspectorate and the Belarusian State Traffic Inspectorate will exchange information about traffic violations, including those whose vehicles were caught by traffic cameras. Fines will be sent to car owners by mail.
Payment for decisions will be made in the national currency of the country in whose territory the decision is executed – at the official rate of the local Central Bank. The fine paid will go to the income of the offender’s country of residence. Car owners will have the right to appeal the decision in the manner prescribed by the legislation of the country in which the offense was committed.
The authorities of both countries have not yet been able to establish full control over foreigners who violate traffic rules. This initiative will help resolve this issue and also improve road safety, as previously noted by the Russian Ministry of Internal Affairs.
As the media reported, citing open statistics, in the six months of 2023, 115 road accidents occurred in the Russian Federation due to the fault of citizens of the republic, in which 25 people died. In 2022, during the same period, 104 traffic accidents were committed in the neighboring country due to the fault of Belarusian drivers.
