Looming Threat: Is Bird Flu the Next Pandemic Warning We’re Ignoring?

Most Americans don’t even register bird flu as a credible threat, but experts warn that dwindling preparedness and a pattern of ignoring early warnings could leave the world vulnerable to a catastrophic outbreak.

The world is grappling with a collective fatigue when it comes to pandemic threats. After years dominated by COVID-19, there’s a powerful urge to move on, to “padlock” that chapter closed. However, doing so risks discarding the critical lessons learned about systemic vulnerabilities, the dangers of delayed preparedness, and how safety measures can inadvertently create conditions for future disasters. Now, a new threat is emerging: highly pathogenic avian influenza, commonly known as bird flu.

A Deadly Virus Spreads

While the risk of sustained human-to-human transmission remains low, the bird flu virus is far from harmless. H5 viruses are proving brutally lethal to birds, with 9 million already dead and hundreds of millions culled in attempts to contain the spread. More alarmingly, the virus is expanding its reach into mammals. To date, at least 74 mammal species – from elephant seals to polar bears – have experienced die-offs.

This expansion isn’t random. Dense poultry farms are creating opportunities for the virus to jump species, and the situation is escalating. Over 1,000 US dairy herds have tested positive in the past two years, with viral fragments even detected in milk – a concerning route of spillover. Each jump represents a probe for new footholds, increasing the potential for mutation and adaptation.

Europe is also experiencing a surge, with 1,444 infected wild birds identified across 26 countries between early September and mid-November 2025, a fourfold increase compared to the previous year.

Human Cases Rising, But Often Underestimated

Human cases remain relatively rare, with 992 confirmed H5N1 infections worldwide since 2003, though carrying a near-50% fatality rate. However, the numbers are increasing. The Americas have logged 75 cases since 2022, and the US recorded its first H5N5 death in November in a patient with pre-existing health conditions.

While no human cases have been reported in Europe, the European Centre for Disease Prevention and Control cautions that widespread animal circulation significantly raises the risk of spillover to humans.

A Pattern of Ignoring Warnings

The current situation echoes a disturbing pattern observed in numerous crises, from geopolitical shocks to industrial accidents. According to Nikki Ikani, Assistant Professor of Intelligence & Security at Leiden University and King’s College London, frontline observers often identify potential threats early on, but the signal weakens as it moves up the chain of command, diluted by bureaucracy, conflicting interpretations, or institutional forgetfulness.

“The failures I study share recurring blind spots: weak signals drowned out by noise, bureaucratic habits that slow or soften uncomfortable messages, and the political instinct to downplay problems that threaten established narratives,” Ikani explains.

The recent Hong Kong fire serves as a stark example. Residents of Wang Fuk Court had repeatedly raised alarms about flammable materials and safety deficiencies long before the blaze, yet those concerns were ignored.

Fraying Infrastructure and Diminishing Surveillance

The technical capacity to detect change exists – veterinarians, virologists, and surveillance systems are actively monitoring for outbreaks and sequencing viruses. However, the infrastructure designed to catch the virus in its early stages is deteriorating. Agencies responsible for charting emerging pandemic threats have been weakened by budget cuts and staff reductions.

A study of 31 European nations revealed a “critical gap in preparedness” exposed by COVID-19, urging standardized indicators and open data for future responses. While the EU has launched a pre-pandemic plan, it doesn’t fully address the gaps in day-to-day monitoring and response.

Across the Atlantic, the US Centers for Disease Control and Prevention (CDC) is struggling with similar challenges. American scientists have expressed concern over slowed federal reporting, noting that the United States Department of Agriculture shared insufficient genetic data on the outbreak in cattle and other affected animals, releasing it late and in unusable formats. This hindered efforts to track the virus’s evolution and spread. In the UK, domestic surveillance is strained by reduced access to European disease intelligence and chronic vet shortages.

Once the signal weakens within institutions, it also fades from public awareness. A recent poll confirms that most Americans don’t perceive bird flu as a significant threat. This lack of awareness is compounded by the fact that symptoms in humans can be mild, sometimes appearing as something as innocuous as conjunctivitis, as seen in a dairy worker earlier this year.

Preparedness, But Not Complacency

Despite these concerns, health authorities emphasize that the chance of an efficient human-to-human outbreak remains low. We are better prepared than we were before COVID-19, with vaccine candidates, clearer protocols, and agencies that have learned valuable lessons.

However, “low isn’t none,” Ikani cautions. A human pandemic could be catastrophic. Most people have some immunity to seasonal flu strains, but likely none to H5. Furthermore, influenza doesn’t discriminate based on health status in the same way COVID-19 often did, with past epidemics claiming the lives of healthy adults. Adding to the complexity, public trust in health expertise has been eroded, undermining the authority needed to translate warnings into action.

If we ignore the bird flu threat due to inattentiveness, underfunding, and inadequate preparation, we risk repeating past mistakes. And the next alarm may arrive too late for anyone to claim they didn’t see it coming.
