Canada-India Partnership: Renewed Ambition & Expanding Ties

by Ahmed Ibrahim World Editor

New Delhi – A significant shift in diplomatic and economic relations is underway between Canada and India, marked by a renewed commitment to partnership and a focus on expanding cooperation across multiple sectors. Prime Minister Mark Carney’s recent visit to India, the first by a Canadian leader since 2018, has yielded a series of agreements and initiatives signaling a deliberate effort to move beyond recent tensions and forge a stronger, more ambitious future for the Canada-India relationship.

The visit, which included meetings with Indian Prime Minister Narendra Modi, resulted in the signing of five Memorandums of Understanding (MOUs) and a joint statement outlining a broad range of collaborative efforts. This flurry of activity represents a marked increase in engagement, with more high-level interactions between the two governments this year than in any of the past two decades, according to the Canadian Prime Minister’s office. The core of this revitalized partnership centers on leveraging each country’s strengths – Canada’s prowess in energy, agriculture, critical minerals, artificial intelligence (AI), and advanced manufacturing, and India’s rapidly growing economy and increasing demand for these very resources.

Resetting Ties After a Period of Strain

The move towards strengthened ties comes after a period of considerable friction. Relations between Canada and India deteriorated following allegations in June 2023 that the Indian government was involved in the killing of a Canadian Sikh activist near Vancouver. India vehemently denied these allegations, and the fallout led to the expulsion of diplomats and disruptions in visa services. However, a turning point came in June 2025 when Prime Minister Carney extended an invitation to Prime Minister Modi to attend the G7 summit in Alberta, paving the way for renewed dialogue and a commitment to rebuilding trust.

The focus now is on a “comprehensive economic partnership” expected to increase bilateral trade to $50 billion by 2030, as stated by Prime Minister Modi following talks with Carney. Negotiations on this trade agreement began last year, reflecting a proactive approach to re-engaging with New Delhi and stabilizing the relationship. Carney himself characterized the development as “not merely the renewal of a relationship. It is the expansion of a valued partnership with new ambition, focus and foresight.”

Key Areas of Collaboration

The renewed partnership encompasses several key areas. A significant agreement involves the trade of uranium, with Canada set to supply the material to India, and expanded collaboration on critical minerals. This is particularly essential given India’s surging energy demands, which are now comparable to those of China and Southeast Asia combined. The partnership also extends to technology and AI, talent and culture, and defense, reflecting a broad-based approach to strengthening ties.

In 2024, total direct and indirect Canadian investment in India surpassed $110 billion, demonstrating the existing economic ties between the two nations. This new phase of cooperation aims to build on that foundation, diversifying supply chains and fostering mutual economic growth. The focus on AI and advanced manufacturing aligns with India’s rapid scaling in these sectors, even as Canada’s expertise in critical minerals positions it as a key partner in meeting India’s growing resource needs.

Nuclear Cooperation and Energy Security

The signing of a nuclear agreement, allowing Canada to supply uranium to India, underscores the commitment to energy security and collaboration in the nuclear sector. This agreement builds upon existing cooperation and is expected to contribute to India’s growing energy demands. The partnership also acknowledges the importance of diversifying energy sources and promoting sustainable energy solutions.

Beyond energy, the collaboration in critical minerals is strategically important. These minerals are essential for a range of industries, including renewable energy, electric vehicles, and advanced technologies. By partnering in this area, Canada and India aim to secure their supply chains and reduce reliance on single sources.

Looking Ahead

The momentum generated by Prime Minister Carney’s visit suggests a sustained effort to deepen the Canada-India partnership. The commitment to finalizing a comprehensive economic partnership by the end of the year represents a concrete next step. Further ministerial and official-level meetings are planned to implement the MOUs and initiatives announced during the visit. The focus will be on translating these agreements into tangible benefits for both countries, fostering economic growth, and strengthening diplomatic ties.

This isn’t simply a return to the status quo; it’s a deliberate expansion of a relationship built on mutual respect and shared interests. As both Canada and India navigate a rapidly changing global landscape, this partnership offers a valuable opportunity to leverage each other’s strengths and address common challenges.
