The message of former Minister of State of Artsakh Artak Beglaryan: On the occasion of the independence referendum day of the Republic of Artsakh.
“Today is the day of referendums on the independence and constitution of the Republic of Artsakh, as well as the International Day of Human Rights, and yesterday was the International Day for the Prevention of Genocide, which, by the way, was adopted by the United Nations at the proposal of Armenia. Although these four occasions are seriously crippled for the people of Artsakh, but all four, as conceptual pillars, are necessary in building our future.
Artsakh is now temporarily lost and occupied by the genocidal and dictatorial Aliyev regime of Azerbaijan, and the people of Artsakh are in exile. In order not to finally lose Artsakh and not to go down in history as a completely failed generation, it is necessary not to close the page of the struggle of the people of Artsakh and preserve the rule of law. And for this it is necessary to preserve the state bodies of the Republic of Artsakh, the collective identity of the people of Artsakh, the rights and, therefore, the struggle.
In the coming weeks and months, the authorities of Artsakh and Armenia have a lot of practical and feasible things to do for that purpose, among which I would single out the following:
1. To cancel the decree of September 28, which has mostly political and informational significance, to give a signal to the world that the state institutions of the Republic of Armenia will continue to act as legal and legitimate bodies representing the rights and interests of the people of Artsakh.
2. To ensure the consistent operation of the reorganized state system of the Republic of Armenia, especially in the foreign policy direction, guaranteeing certain resources for these works.
3. In the negotiations aimed at the normalization of Armenia-Azerbaijan relations, clearly address the issues of the return of the people of Artsakh, rights and high international guarantees of security.
4. As long as the return of the people of Artsakh and a safe and dignified life in Artsakh is not guaranteed, plan clearly and quickly the resettlement strategy of the 150,000 refugee people of Artsakh in Armenia, promoting the construction of new housing stock as much as possible and preserving communities and important institutions.
5. Develop and implement medium-term and long-term plans to ensure the employment of the people of Artsakh and realize their economic potential, harmonizing them with the resettlement strategy. In the meantime, rapidly improve the effectiveness of short-term social programs to prevent further emigration of Artsakh citizens from Armenia.
6. Based on the developed strategy and plans, to organize a conference of international donors and fundraising, with the aim of attracting the necessary resources from the international community and the Diaspora, which can reach several billion dollars. Needless to say, the resources of the Republic of Armenia are not sufficient to effectively ensure even a rapid humanitarian response in the first six months.
7. To prevent the destruction and appropriation of the property, cultural heritage and other values of the people of Artsakh in the territory of the former Nagorno-Karabakh, as well as the settlement of Azerbaijanis in those territories with international legal and political instruments.
8. Through the International Criminal Court, the International Court of Justice, the European Court of Human Rights and other possible international instances, to pursue individual and institutional responsibility for those responsible for the international crimes committed against the people of Artsakh.
9. To use all possible tools to ensure the protection and return of our hostages and prisoners in Azerbaijan.
Of course, a number of other things to do can be mentioned, which imply consistent and professional efforts in both short, medium and long periods. However, the main problem is the availability of awareness, will and abilities of these strategic goals. after solving them, the rest of the issues will be solved more easily,” Beglaryan wrote.
