Casablanca-Settat: the Regional Council approves the constitutive documents of the regional multi-service company

During this session, chaired Thursday by the president of the Council of the region, Abdellatif Maâzouz, in the presence of the Wali of the Casablanca-Settat region, governor of the prefecture of Casablanca, Mohamed Mhidia, and representatives of external services, the draft SRM statutes and shareholders’ agreement were approved by a majority of the members of the Board.

In detail, the pact sets the number of directors appointed on the proposal of each shareholder within the company’s board of directors: five directors, including the wali of the Casablanca-Settat region in his capacity as chairman of the board of directors. administration, appointed on a proposal from the State. There are also four administrators appointed on the proposal of the Casablanca-Settat distribution groupings of local authorities (grouping of local authorities represented by its president and its first, second and third vice-presidents).

There is also an administrator appointed on the proposal of the region (represented by its president) and an administrator appointed on the proposal of the National Office of Electricity and Drinking Water, which is the general director of the office, in addition to an independent director in accordance with the provisions of Law No. 40.22 establishing the terms of appointment of independent directors to the advisory bodies of public companies.

Concerning the initial capital of the company, it was set at 40% of the capital of the company for the groups of local authorities Casablanca-Settat Distribution (80 million dirhams (MDH)), 25% for the State (50 MDH) and 25% for the National Office of Electricity and Drinking Water (50 MDH), and 10% for the Council of the Casablanca-Settat region (20 MDH).

As for the other points on the agenda of this session, they were approved unanimously, such as the cancellation of a partnership agreement for the development of three road axes in the province of Ain Chock, due to the non-preparation of studies related to this project.

It is also a partnership agreement for the development of regional road no. 3009 in the district of Hay Hassani and national road no. 11 in the district of Ain Chock, in addition to the amendment of a partnership agreement for the construction of equipment for the regional reception, rehabilitation and integration complex for people suffering from mental and psychiatric illnesses planned as part of the regional development program (PDR) 2022-2027.

Furthermore, a point relating to the study and approval of a partnership agreement for the implementation of the “CAMPUS TECH” project dedicated to the promotion of employability and entrepreneurship through the development of startups and access to specialized training for young people, planned as part of the PDR 2022-2027.

In a statement to MAP, Mr. Maâzouz stressed that the main focus of this session was the regional multi-service company, a national project whose pilot experiments have been launched in four regions of the Kingdom, including that of Casablanca-Settat.

This company, he added, will be responsible for sectors such as electricity, water (connection and distribution) and sanitation.

Mr. Mazouz explained that the available data and statistics show that many areas in the region do not have drinking water or sanitation, which means that the creation of multi-service regional companies, within the framework of territorial solidarity, is likely to generalize electrical connections, drinking water and liquid sanitation.

On the other hand, he underlined the importance of other points on the agenda, in particular the complex dedicated to mental and psychiatric illnesses, the cost of which is estimated at 300 MDH, excluding medicine. For him, it is an exemplary project that meets the requirement to treat widespread diseases.
