CEC: hacker attacks on online voting were conducted from the USA, Germany and Ukraine

by time news

Hacker attacks from Germany, China, Russia, the USA and Ukraine are being conducted on the portal of state services during remote electronic voting (DEG), said the head of the Central Election Commission, Ella Pamfilova. The ministry said that all DDoS attacks were repelled. Today, September 17, a three-day voting in the elections to the State Duma started in Russia.

The head of the CEC said that attacks on the website of state services “are very high.” “By country (where the attacks are from .— “B”) – USA (50%), Germany (25%), Russia (10%), China (10%), Ukraine (5%), ”said Ms. Pamfilova in the information center of the CEC. Ella Pamfilova added that “very serious attacks” are also being carried out on the site vybory.gov.ru. “If you look at the distribution by country, 50% of attacks are from the United States, 25% from Germany, 20% from Korea, 5% from China,” said the head of the Central Election Commission.

The Ministry of Digital Development reported that two DDoS attacks on DEG were recorded in Moscow. The first with a capacity of 40 gigabits was carried out at 10:36, its target was the site vybory.gov.ru. According to the ministry, more than 50% of bulk requests for services were generated from IP addresses registered in the United States, more than 25% from IP addresses from Germany. The second DDoS attack was carried out at 10:45, and it affected the portal of state services. The attack power exceeded 73 gigabits, more than 50% of requests were also made from IP addresses from the United States, 25% from IP addresses from Germany, and about 5% from Ukraine.

“These attacks were planned and organized, which indicates the intention to purposefully interfere with the normal operation of services and an attempt to block the operation of e-voting services. At the same time, the information security tools installed on the e-government infrastructure have successfully coped with technically prepared, narrowly targeted DDoS attacks, ”the ministry said in a press release.

The public headquarters for election observation in Moscow said that DDOS attacks led to a delay in the operation of the online voting observation service. The headquarters clarified that because of this, the data in the service is updated with a delay, but they assured that this does not affect the data recording. “However, the recording of the votes of Muscovites in the blockchain all this time went smoothly … All the actions of the voters recorded in the blockchain are also displayed on paper. Information about them is printed in encrypted form on special printers, ”the headquarters recalled in its Telegram account.

DDoS attacks on the online voting system were reported in the morning in the public chamber of Moscow. The format of remote electronic voting is used in Moscow, Sevastopol, Kursk, Nizhny Novgorod, Yaroslavl, Murmansk and Rostov regions. Voting in the elections to the State Duma will last until September 19.
