Jacksonville Commercial Building Permits Surge in Late November 2025, Totaling Over $30 Million

A wave of commercial construction projects received permits from the city of Jacksonville between November 25th and 26th, 2025, signaling continued economic activity in the region. The permits, totaling over $30 million in job cost, span a diverse range of sectors, from healthcare and retail to religious institutions and recreational facilities.

Healthcare Expansion Leads the Way

the largest permit issued during this period was for UF Health Emergency and Urgent Care Intracoastal, located at 13701 Atlantic Blvd. The $12.69 million permit, awarded to contractor Marand Builders Inc., covers the construction of a 24,865-square-foot first-floor emergency department, with plans for future second-floor offices. This expansion underscores the growing demand for healthcare services in the Intracoastal West area.

Retail and Mercantile Investments

Meaningful investment is also flowing into the retail sector. Burlington, at 10261 River Marsh Drive, No. 149, secured a $1.65 million permit for a 36,964-square-foot tenant build-out, with TDS Construction Inc. handling the project. Similarly, Cook Out, planned for 14016 Beach Blvd., received an $819,600 permit for a 3,344-square-foot tenant build-out, with MLB Construction Services LLC as the contractor. These projects indicate continued confidence in Jacksonville’s consumer market.

Office and Institutional Developments

Beyond healthcare and retail, several other notable projects were approved. Cypress Point Executive Center Condominium Association Inc., at 8130 Baymeadows Circle W., received a $495,000 permit for exterior repairs, including window and door replacements, with Avant Inc. as the contractor. North Jacksonville Baptist Church, located at 8531 N.Main St., was granted an $8.1 million permit for a 17,773-square-foot addition encompassing religious classrooms and support areas, with Fickling Construction Inc. overseeing the construction. Big Swole Holdings LLC is undertaking an office demolition and renovation at 2443 St. Johns Bluff Road S. with a permit valued at $268,560 and Legacy Engineering inc. as the contractor. Trilogy Humana Healthcare secured a $192,050 permit for a 5,185-square-foot tenant build-out at 12926 Gran Bay Parkway W., No. 130, with DC Construction Associates of Central Florida LLC at the helm. CRO Advisors LLC will see a 2,246-square-foot tenant build-out at 4601 Touchton Road E., No. 3245,for $79,979,with AEC Integrated LLC as the contractor.

Government and Other Projects

The Jacksonville Aviation Authority is investing in infrastructure with a $350,000 permit for a 1,050-square-foot airplane crew shelter at 13240 Wing Lane,awarded to The Haskell Co..Smaller, but still significant, permits were issued for recreational improvements at Dames Point Park ($142,399, Lanier Plans Inc.) and for stucco replacement at Summer Key Condominium Homeowners Association inc. ($222,343, I&E Construction Inc.). HiReformance Institute at 200 N. Laura St. received a $125,000 permit for a 1,640-square-foot first-floor tenant build-out,with Avant Inc. as the contractor.
