Jilin Province Launches ambitious Plan to Revitalize Film Industry and Boost Economic growth

Jilin Province is embarking on a thorough strategy to invigorate its film industry, aiming to establish a robust cultural brand and drive economic expansion through a series of targeted reforms and investments. Announced at a press conference during the 20th China Changchun Film Festival on August 6th, the initiative signals a significant commitment to transforming the region into a prominent hub for film production and consumption.

Deepening reforms and Modernizing the Industry

A core component of the plan involves a deep dive into film industry reform, with a focus on improving both the industry system and the market mechanisms that support it. According to a senior official, the province will prioritize the revitalization of Changying Group through market-oriented reforms. This includes accelerating the upgrade of the Changying Museum‘s extension hall and the construction of the Changying Film Archives Museum, efforts designed to unlock the historical and cultural value contained within its extensive collections.

The province also intends to foster the growth of the private sector, actively supporting the growth of “specialized, precise, and innovative” film and television enterprises. Further reforms will focus on streamlining the theater landscape, encouraging the development of both high-end and personalized cinema experiences, and cultivating new “movie+” business models to expand film consumption beyond traditional venues. The goal is to fully leverage and celebrate the unique film culture of Changchun, solidifying its reputation as the “City of Film.”

Prioritizing Content Creation and Investment

Jilin Province will strategically focus its content creation efforts on four key themes: major realistic narratives, stories reflecting the “new era” of development, projects centered on significant national strategic initiatives, and productions geared towards younger audiences.To facilitate this, the province will enhance its support for literary and artistic creation, implementing in-depth project initiatives and developing comprehensive creation plans.

A slate of ambitious projects is already in development, including the films Survival, Eyeing, and Forgotten General, alongside the television series Returning to the Team and stage dramas Accumulating Dequan and Inch of Land and Inch of Heart. the province will also explore market-oriented funding models, incentivizing investment from financial institutions, private enterprises, and other social forces to bolster creative output.

Leveraging history and Cultural heritage

Recognizing the importance of its historical legacy, Jilin Province will capitalize on its “Three Places and Three Cradles” – sites of significant historical importance – to organise commemorative events and deepen research into the spirit of the Confrontation League. A high-level exhibition of modern and contemporary history is also planned.

Preservation efforts will be prioritized,with accelerated protection,repair,and utilization of historical buildings such as Fengle Theater,Higashibeenanji,and the former site of the Kanto Army Commander’s residence. These initiatives are intended to strengthen the province’s cultural industry and contribute to broader economic conversion. The integration of culture and tourism will be a key focus,fostering the development of new cultural formats and experiences.

Tangible Progress in Changchun

The Changchun Municipal Government has already taken proactive steps, issuing “Supplementary Opinions on Several Measures to Promote the high-Quality Development of the Film and Television industry” earlier this year. According to Ding Huidong, director of the Management committee of Changchun Jingyue High-tech Zone, the policy has yielded immediate results. “Since the policy was released, Changchun Jingyue High-tech Zone has introduced 54 new film and television enterprises, 18 film and television projects have started filming in jilin Province, and more than 200 online micro-short dramas with Jingyue District as the main site have been filmed,” he stated.

These developments underscore Jilin Province’s commitment to becoming a dynamic force in the Chinese film industry, poised to deliver both cultural enrichment and sustained economic growth.
