Charges against deputy minister of culture for irregularities in trip

The Public Prosecutor’s Office has filed charges against Jorge Ignacio Zorro Sánchez, Deputy Minister of Culture, due to irregularities in a trip to Caracas and the signing of an agreement without due authorization.

Zorro Sánchez traveled to Caracas on January 31, 2023 representing the countrywithout having an administrative act signed by a competent authority. The Attorney General’s Office, upon reviewing the manual of functions for the position of Vice Minister of Creativity and the Orange Economy, concluded that Zorro Sánchez did not have the authority to carry out this type of commissionsFurthermore, no administrative act was found in the records authorizing this trip.

The Third Delegate Attorney’s Office for Administrative Surveillance stated that “There is a clear overstepping of functions“, since without the administrative act, the purpose or duration of the trip cannot be defined, as required by the regulations.

Zorro Sánchez’s situation is aggravated by the signing of an agreement on March 3, 2023, as acting Minister of Culture, without having been appointed or sworn into that position. Zorro Sánchez was appointed and sworn in as minister three days after the agreement was signed.

The agreement, called “AGREEMENT ON JOINT AGENDAS WITH CULTURE OFFICERS FROM DEPARTMENTS, DISTRICTS AND CAPITAL CITIES AND THE MINISTRY OF CULTURE – MI CASA”, committed the Ministry of Culture to support 249 actions with territorial cultural entities.

For these events, the Public Prosecutor’s Office has decided to file charges against Vice Minister Jorge Ignacio Zorro Sánchez.
