Michigan Department of Natural Resources crews have ramped up emergency operations at the Cheboygan Lock and Dam Complex, deploying additional pumps over the weekend to combat rapidly rising water levels. The move comes as meteorologists warn of further rainfall across the northern Lower Peninsula, threatening to push the waterway toward a critical overflow point.

The situation escalated Friday when Governor Gretchen Whitmer declared a state of emergency, a move designed to mobilize all available state resources to protect property and residents in the area. At the time of the declaration, water levels were sitting 18 inches below the crest of the dam. Still, by Sunday afternoon, that margin had shrunk to 15 inches, driven by a volatile combination of recent rainfall and significant snowmelt.

To mitigate the risk, the DNR has increased its pumping capacity from two units on Friday to five by Saturday night. These pumps are tasked with diverting water from behind the dam and pushing it toward the spillway in front, allowing it to flow more efficiently into Lake Huron. As the forecast predicts up to 2 inches of additional rain for the watershed, officials are continuing to search for more pumping equipment to increase flow.

Richard Hill, the Gaylord District supervisor for the DNR’s Parks and Recreation Division, confirmed that all dam gates under DNR management are currently fully open. Beyond pumping, crews have implemented several tactical adjustments to the site. Approximately 2,000 sandbags have been positioned to act as a buffer and help channel the rising waters. “Our objectives for this incident are to work closely with FERC and the operators and owners of the hydro building to look at options,” Hill said, noting that some water is already moving through bypass valves in that section of the dam.

With the water levels fluctuating, the DNR has implemented a tiered public safety strategy known as “Ready, Set, Go.” This framework provides residents near the waterway with clear benchmarks for when to begin preparing for a potential evacuation.

The risk is not merely the water topping the dam, but the potential for shoreline erosion and the danger of fast-moving currents that can sweep away people, and debris.

John Pepin, DNR deputy public information officer, emphasized that preparedness is the primary tool for ensuring resident safety. “The more informed and prepared people are for potential danger, the safer they will be if it ultimately occurs,” Pepin said.

A record-breaking snowfall in March created a massive reservoir of frozen precipitation that is now melting rapidly due to warmer temperatures. This snowmelt is coinciding with recent heavy rains and the thawing of ice in the lakes situated above the dam, all of which are feeding into the Cheboygan Lock and Dam Complex.

Patrick Bak, a meteorologist with the National Weather Service Gaylord office, noted that while the immediate Cheboygan area saw less than an inch of rain since Saturday night, heavier precipitation fell further south in Gaylord and Charlevoix. While a brief window of quieter weather was expected for Monday, more rain is forecasted for late Monday night and into Tuesday.

This ongoing weather pattern keeps the pressure on the DNR’s infrastructure. Governor Whitmer warned that while levels are currently below the crest, “conditions could change quickly with more rain coming.”

To ensure the highest level of accuracy in monitoring these shifts, the U.S. Geological Survey has installed additional water level monitoring equipment at the site, providing real-time data to emergency managers.
