UK’s Aria Funds Controversial Climate Cooling Research with £57 Million Investment
The UK’s Advanced Research and Invention Agency (Aria), a government-backed funding body focused on high-risk, high-reward research, has sparked debate with its £57 million investment in projects exploring unconventional approaches to cooling the climate. Spearheaded by an electrochemist from the University of Glasgow, the program aims to generate critical data in a field often shrouded in speculation.
A New Approach to Funding Innovation
Aria distinguishes itself from traditional funding bodies like UK Research and Innovation (UKRI) by prioritizing truly transformational ideas, even those deemed too ambitious or interdisciplinary for conventional grants. “We exist to fund the stuff that is transformational and that has no chance of getting funded elsewhere,” a senior official stated, emphasizing the agency’s willingness to embrace projects with a high degree of uncertainty. This model mirrors those of organizations like Darpa and Arpa-E in the US, but with a broader scope encompassing all areas of research and development, including social science.
The agency’s unique structure empowers program directors with significant autonomy, allowing them to pursue their vision with dedicated teams. This approach, according to one source, was a key draw for Mark Symes, the program director leading the climate engineering initiative. “I was convinced by the job advert this was something new and a way of really making a difference on a scale that isn’t possible in academia,” he explained.
From Robotics to Existential Threats: A Shift in Focus
Interestingly, Symes initially applied to Aria with a proposal centered on self-actuating polymers for swarm robotics. However, he underwent a pivotal shift in perspective. “The main question I had for myself was: what is the key challenge of our age?” he recounted. “Swarm robotics is fun, but actually the existential threat is climate.” This realization prompted him to refocus his efforts on climate engineering, recognizing the urgency of addressing the escalating climate crisis.
Navigating the Controversy of Climate Intervention
The program’s support for climate cooling projects, particularly those involving outdoor experiments, has drawn criticism. Aria responded by funding a comprehensive range of research, including computational modeling, climate monitoring, data validation, and social science studies focused on responsible research practices and ethical considerations. A small portion of the funding was allocated to real-world experiments, conducted with stringent safeguards.
Addressing concerns about legitimizing larger-scale interventions, a program representative explained that such activities are already occurring, often without regulation or transparency. “It’s much better to collect the scientific evidence you might need for proper decision making and share that transparently,” they asserted. The agency also acknowledged the risk of signaling a lack of faith in mitigation efforts, reiterating its commitment to reducing fossil fuel consumption as the primary solution.
The Chemist’s Perspective: The Need for Empirical Data
Symes’ background as a chemist profoundly influenced the program’s direction, particularly regarding the outdoor experiments. He observed a critical gap in the field: a reliance on extrapolated data and a lack of empirical evidence to validate climate models. “There wasn’t actually any data that really fed into these models,” he noted. “They were all extrapolated from past states of the climate.”
This realization led to the decision to permit carefully controlled outdoor experiments, aiming to generate real-world data to refine existing models and improve the accuracy of climate predictions. “That background in chemistry is what drove the decision that we would permit, under certain circumstances, these outdoor experiments,” Symes stated. “That’s going to help unlock the field, as it’s going to tell us – at a basic level – about the impacts that these models can’t predict.”
