Chilean Minister of Science Ximena Lincolao announced that the government is nearing an agreement with OpenAI. She argues that Chile holds distinct comparative advantages in the global artificial intelligence race, pointing to low-cost renewable energy, connectivity, and access to data such as the Vera Rubin Observatory opening in December.
Amazon Web Services is scheduled to open a data center in November. The minister plans to meet with Nvidia CEO Jensen Huang on November 11 to discuss a potential operational presence for the chipmaker in the country.
To address a current scarcity in local computing power and low enterprise adoption, the government has classified artificial intelligence as critical infrastructure. In November, authorities will launch a token competition aimed at local startups and researchers, offering packages that include resources from Microsoft, Google, Amazon Web Services, and OpenAI. Additional private-sector collaborations include startup ElevenLabs granting access to 100 Chilean companies, and Google providing Gemini licenses to higher education students across universities, professional institutes, and technical training centers.
Ximena Lincolao said that we are very close to reaching an agreement with OpenAI.
Beyond token distributions, the ministry expects to finalize an agreement with the creator of ChatGPT in the coming weeks regarding areas not yet disclosed publicly. Lincolao confirmed this trajectory, stating, We are very close to closing an agreement with OpenAI.

The legislative framework governing technology is also undergoing change.
The government will not include data mining in the substitute project by its own decision. Minister Lincolao stated that the government hopes to debate the measure in the Senate Future Commission over the next two months without imposing rigid frameworks. On the issue of copyright, Lincolao maintained a firm stance, noting that the respect for the intellectual property of the press, the creative world, of the arts in general, is something that we are not going to compromise.
To foster technical skills, the ministry is establishing a Department of the Future of Work focused on short training courses and certifications, for which a director is currently being hired.
