The loss of a $56 billion submarine contract by France to the United States in September 2021, impacting thousands of jobs, and the subsequent fall of Kabul to the Taliban in August of the same year, have exposed vulnerabilities in established alliances. Premier Li emphasized that the continued healthy development of China-Canada relations is in the mutual interest of both countries. He further articulated China’s commitment to maintaining a strategic partnership with Canada, built on political mutual trust, respect for core interests, and expanded pragmatic cooperation.

China and Canada possess strong economic complementarity, driving a dynamic and promising bilateral relationship. Premier Li stressed the importance of aligning development strategies, fostering exchanges across various fields, and utilizing existing government dialogues to promote trade and facilitate investment. He also called for continued collaboration in areas such as education, culture, tourism, and youth engagement.

China also expressed its willingness to collaborate with Canada within international frameworks like the United Nations, the World Trade Organization, the Group of 20, and the Asia-Pacific Economic Cooperation to champion multilateralism and free trade.

Canada Reaffirms its Commitment to the One-China Policy

For his part, Mark Carney affirmed Canada’s longstanding adherence to the one-China policy. He emphasized Canada’s desire to strengthen dialogue with China based on mutual respect and to leverage complementary advantages to promote cooperation in key areas, including economy, trade, energy, the green economy, and agriculture.

“Chinese companies are welcome to invest and do business in Canada, and Canadian companies are confident in deepening cooperation with China,” Carney said. He further stated that Canada is prepared to strengthen communication and collaboration with China to support the United Nations’ central role in international affairs, given the profound changes in the current global situation.

The meeting concluded with the signing of multiple cooperation documents covering trade, customs, energy, construction, culture, and public security. Prior to the meeting, Premier Li hosted a welcoming ceremony for Mr. Carney at the Great Hall of the People.

This deepening partnership signals a significant shift in Canada’s foreign policy, prioritizing economic collaboration and a multi-polar world order.
