The Cyberspace Administration of the People’s Republic of China (CAC) published on April 11 draft measures to regulate generative artificial intelligence (AI) services. The most famous such system is the ChatGPT chat bot, developed by the American company OpenAI. On April 10, the China Payments and Clearing Industry Association issued a warning: the use of services like ChatGPT carries the risk of cross-border data leakage.

The new CAC rules are up for public comment until May 10, 2023. The preamble notes that the document is intended to promote the “healthy development and standardized use” of generative AI. China is said to be ready for international cooperation in the field of generative AI and supports the independent creation of such algorithms. At the same time, according to the regulator, they should not pose a threat to the country’s security and contradict the ideology of the PRC. “Content created by generative AI should reflect the core values ​​of socialism and should not call for the undermining of state power, the overthrow of the socialist system, inciting to split the country, undermining national unity,” the text of the document says. A possible ban also includes propaganda using generative AI services of terrorism, extremism and xenophobia, pornography, information that violates the economic and social order in China, as well as revealing personal data and commercial secrets.
