Chris Kavanagh Appointed Referee for Liverpool vs Manchester City

Chris Kavanagh will referee Sunday’s Premier League clash between Liverpool and Manchester City at Anfield. The high-stakes match arrives as Manchester City faces an independent commission’s verdict on financial charges, while both clubs prepare for a fiery atmosphere under intense scrutiny.

Kavanagh will be joined on the officiating team by assistants Dan Cook and Nick Greenhalgh, while Andrew Madley serves as fourth official. Paul Howard will oversee VAR, assisted by Nicolás Hopton.

Sunday’s fixture marks his seventh game of the ongoing season across competitions, having previously officiated matches in the Premier League, UEFA Europa League qualification, Nations League, and Champions League qualification. So far this season, he has taken charge of three Premier League fixtures. Having previously overseen a high-profile fixture between Manchester City and Liverpool last term where Virgil van Dijk’s disallowed goal sparked an official complaint from the Reds to PGMOL, Kavanagh is well acquainted with the intense pressure surrounding matches between these two clubs. Kavanagh and Greenhalgh were stood down from duties in February of this year following a series of errors in an FA Cup tie between Aston Villa and Newcastle.

Manchester City Visits Anfield After Financial Ruling

The fixture carries weight following an independent commission’s verdict finding Manchester City guilty of breaching Premier League financial rules over a nine-season period. The Premier League charged Manchester City with 115 financial breaches in February 2023, referring them to an independent commission before a confidential hearing opened in September 2024 at London’s International Dispute Resolution Centre before a three-person commission. The 12-week hearing concluded in December 2024, leaving the commission to deliberate its verdict until September 2026, when the Premier League confirmed City were guilty of serious financial breaches with 114 charges reportedly proven. City continue to deny the charges and lodged a comprehensive appeal in October 2026, calling the commission’s opinion unsafe and materially flawed. Sunday’s match represents City’s first outing since the leak and subsequent announcement of the independent commission’s verdict.

Gary Neville warned on The Overlap podcast that the visiting squad faces a brutal day upon returning to action. Jamie Carragher also wondered if Manchester City will subsequently adopt an us against the world mentality, with fans potentially bringing their own banners to Anfield. A lead Manchester Evening News writer reporting on Manchester City has expressed the view that the squad has already grown accustomed to hostile receptions from rival supporters ever since the Premier League issued its charges in February 2023.

“If they want an understanding of how angry the game is going to be, then Anfield will tell them. Like you would never believe. I suspect there may be banners, there will certainly be chanting. There will be a reception for them like you have never seen. It will be a brutal day.”

Merseyside Police confirmed that an appropriate policing operation will be in place around Liverpool on Sunday.

Manchester City Leads the League Standings

Manchester City approach the meeting unbeaten and sit first in the standings having won all five of their opening league fixtures. Sitting three points ahead of defending champions Arsenal, the side also enjoys a five-point cushion over Brighton & Hove Albion in third place. City are projected to maintain their position at the summit even if Arsenal defeat Leeds United on Saturday, owing to a superior goal difference that currently stands four goals higher. Liverpool are one of a handful of clubs who stand to benefit directly if Manchester City’s trophies are stripped, having finished second in the Premier League in the 2013-14 season and having lost the League Cup final against City in 2016.

BBC Radio Merseyside commentators discussed squad availability ahead of the fixture. Ian Kennedy noted that both Cody Gakpo and Alexander Isak give Liverpool an attacking edge when fully fit. Kennedy stated that while everyone has scrutinised Isak’s form since he arrived at the club, this season he is at least scoring goals, though the starting places of both Gakpo and Isak are in some doubt because of injuries. Mike Hughes added that Bradley Barcola is a big game player who has demonstrated his ability on numerous occasions for Paris Saint-Germain and at the World Cup. Hughes noted that although Barcola has not fired on all four cylinders as yet at Liverpool, he is too good a player not to do so, and having been on the international break, he will be chomping at the bit to get involved. Hughes also highlighted the question of Erling Haaland’s fitness levels after he picked up something from Norway, while expressing hope that Liverpool would have a full-strength side out.
