A major policing operation remains in effect at a center for foreign nationals in Citywest, Dublin, as authorities brace for potential repeat demonstrations following days of violent clashes. The unrest, sparked by an alleged assault, has resulted in multiple injuries to law enforcement and numerous arrests, raising concerns about escalating tensions surrounding Ireland’s capacity to house refugees and asylum seekers.
Initial Outbreak of Violence
On Monday night, a protest outside the Citywest Hotel escalated into violent disorder. Protesters reportedly threw masonry, flares, glass bottles, and wooden planks at officers, leading to a significant public order response. At least two members of An Garda Síochána required hospital treatment, including a female officer struck in the face by a projectile believed to be a bottle, and others sustaining injuries to their wrists, head, and shoulder.
“Over the course of the evening over 300 members of An Garda Síochána were on duty,” a Garda spokesperson stated, “including over 150 uniform members, 120 public-order members, mounted unit and dog unit supported by members in air support unit and regional control rooms.”
Escalation of Violence and Police Response
The situation escalated considerably on Tuesday night, with a Garda car set ablaze and rioters dismantling walls in a nearby housing estate, using the bricks as projectiles. Public Order Unit personnel – Ireland’s riot squad – deployed pepper spray in an attempt to contain the crowds, establishing a cordon at the junction of Garter Lane and Citywest Drive. A mounted Garda unit, a dog unit, and aerial support were also utilized.
Garda Commissioner Justin Kelly warned against further gatherings,stating that those intent on violence would be met with a “robust” policing response.he highlighted that Tuesday’s protest was not peaceful, citing instances of a horse being deliberately charged at Garda lines and a scrambler motorbike being used in an attempt to ram officers. Kelly emphasized that the violence was “designed to damage the Citywest building and intimidate” residents and would not be tolerated.
Center Housing Ukrainians and Asylum Seekers
The Citywest center currently houses approximately 1,200 ukrainian refugees fleeing Russia’s invasion and 460 asylum seekers. The initial protest was triggered by the arrest of a 26-year-old foreign national charged with the alleged sexual assault of a 10-year-old Irish girl outside the Citywest campus on Monday. While authorities initially attempted to facilitate a peaceful exhibition, the situation quickly deteriorated.
“The violence resulted from ‘the weaponising of a crime’ by ‘people who wish to sow dissent in our society’,” Minister for justice Jim O’Callaghan stated Wednesday, adding that the situation was “not unexpected.” He also confirmed that “many have been arrested, and more will follow.” As of Wednesday afternoon, 23 people had been detained in connection with the disturbances, with six appearing in court.
Identifying Instigators and Utilizing Advanced Policing Tactics
Law enforcement officials have indicated that a number of individuals believed to be “riot ringleaders” have been identified, including those who allegedly incited hatred online and those who played a prominent role during the disturbances. Authorities are confident that body-worn cameras used by Gardaí, along with CCTV footage, will be instrumental in identifying and prosecuting those responsible.
A Garda water cannon was placed on standby but ultimately not deployed. The deployment of such resources reflects a shift in policing strategy following the Dublin city riots of november 2023, where increased training and equipment for public order policing have been implemented. According to sources within An Garda Síochána, the enhanced preparedness meant there was no need to cancel leave for Dublin-based officers to bolster the citywest operation.
The Garda Representative Association, representing over 11,000 rank-and-file officers, acknowledged the “serious challenges” faced by its members during the violence, praising their “brave response” in protecting life and property.
The situation remains fluid, and a heightened police presence is expected to remain in Citywest in the coming days as authorities work to prevent further unrest and ensure the safety of residents and the wider community.
