Texas Task Force Meeting to Address Chronic Kidney Disease, Bans Weapons and AI

The Health and Human Services Commission (HHSC) will convene a meeting of its Chronic Kidney Disease Task Force (CKDTF) with a comprehensive agenda focused on advancing early detection and prevention, while simultaneously enforcing strict security protocols and prohibiting the use of artificial intelligence. The meeting, open to the public, will address critical issues surrounding chronic kidney disease and is scheduled to take place on a date yet to be determined, following review of minutes from previous meetings held on March 27, 2025, June 27, 2025, and September 11, 2025.

Security Measures and Legal Compliance

Attendees are explicitly informed that Texas Penal Code Section 46.03(a)(14) prohibits possessing firearms, location-restricted knives, clubs, or other prohibited weapons listed in Section 46.05(a) within the meeting room. This restriction applies to all open meetings subject to Chapter 551, Government Code, provided proper notice, as has been given in this instance. A senior official stated that written communication detailing this prohibition will be prominently displayed at all entrances to the meeting location.

Meeting Accessibility and Participation

The meeting will offer multiple avenues for participation, including in-person attendance, a live webcast accessible at https://texashhsmeetings.org/HHSWebcast (selecting the “Moreton M-100 Live” tab), and a videoconference option in accordance with Section 551.127, Government Code. Individuals requiring assistive technology or services are encouraged to contact Hanan Alwan at [email protected] at least 72 hours prior to the meeting to ensure appropriate accommodations.

AI Restriction and Public Comment Guidelines

In a notable move, the HHSC has explicitly banned the use of artificial intelligence (AI) bots, including AI notetakers, during the meeting. Producers will actively remove any autonomous agents that gain unauthorized access. This policy reflects a growing concern regarding data security and the integrity of meeting proceedings.

The HHSC welcomes public comment on the agenda topics. Individuals wishing to provide oral comments can pre-register by completing a form at https://texashhsmeetings.org/CKDTF_PCReg_DEC2025 no later than 5:00 p.m. on Tuesday, December 2, 2025. Virtual speakers are limited to three minutes and must ensure clear visibility and audibility. Written comments can also be submitted via the same registration form, emailed to [email protected], and are subject to a two-page limit. In-person oral comments will be accepted with or without pre-registration. All comments must exclude confidential health information.

Agenda Highlights and Task Force Priorities

The CKDTF agenda is ambitious, focusing on several key areas. A “No Cost Action Plan” will be discussed, aiming to advance early detection and prevention strategies for chronic kidney disease. Members will be reminded to review and sign a Statement by Members document and a nondisclosure agreement, alongside addressing potential conflicts of interest.

Further agenda items include:

  • Committee group assignments and expectation sharing.
  • Review of the CKDTF Report and the schedule for its review.
  • Discussion of the composition and review procedure for the 2026 Biennial Report.
  • Determination of committee group meeting times.
  • Proposal of a next meeting date and discussion of future meeting schedules.
  • Review of items for future meetings.

The taskforce retains the authority to take action and address public comment on any item listed on the agenda. Questions regarding the meeting should be directed to Callie Johnson, Policy Specialist and CKDTF Liaison, at [email protected].

This meeting represents a critical step in the ongoing effort to combat chronic kidney disease in Texas, balancing public access and engagement with necessary security measures and a commitment to transparent, human-driven discussion.
