Cofepris publishes alert for false Master’s degrees in cosmetic surgery

The Cofepris and the DGCES warn that there are false master’s degrees in cosmetic surgery offered by the Institute of Higher Studies in Medicine and the Universidad del Conde, both located in Veracruz.
There have been cases of graduates from both institutions who are involved in cases of patients with serious injuries and others who have lost their lives.
All health personnel performing surgical procedures must come from officially recognized health institutions.

Over the last few years, the fake masters in cosmetic surgery. These are postgraduate studies for general practitioners who have already completed their Bachelor’s degree. The problem is that due to the name, confusion is generated among patients when considering that those who take them are specialists. In the end, not only is a communication error generated, but a serious crime is committed.

With this in mind, the Federal Commission for the Protection against Sanitary Risks (Cofepris) and the General Directorate of Health Quality and Education (DGCES) published a special statement. The objective is to inform about the detection of false master’s degrees in cosmetic surgery and longevity that offer the Instituto de Estudios Superiores en Medicina and Universidad del Conde, both located in the state of Veracruz.

Master’s degrees are not a substitute for medical specialty studies

It adds that it has been identified that the medical personnel graduated from the aforementioned academic centers are involved in various cases of patients who have suffered serious damage to their health and even death within private hospitals in different entities of the country, due to the fact that they carry out plastic, aesthetic and reconstructive surgery without having the certification established by current health legislation.

Given this, it is reported that, in order to carry out this type of surgical procedures, the specialist must be a graduate of officially recognized health institutions. In addition, you must certify before the National Regulatory Committee of Medical Specialty Councils (Conacem) their training, abilities, skills and expertise to obtain the corresponding certification and recertification.

It is specified that any specialty in the field of medicine corresponds to and is equivalent to postgraduate studies, which are generally carried out in hospitals or clinics in the Health sector, through the National Residency System. Therefore, Cofepris and DGCES emphasize that the academic degree of master’s degree in cosmetic surgery does not entitle health personnel to perform specialized medical-surgical procedures.

How to identify a certified surgeon?

Given this, it is recommended that the population intending to undergo an aesthetic or reconstructive plastic surgery procedure, ensure that the establishment has a current health license issued by Cofepris to perform surgical acts and must be in public view.

In addition to the above, it must be verified that the medical personnel who will perform the procedure have a specialty in Plastic and Reconstructive Surgery. This information can be found at this link and there must also be a current certificate issued by the councils of the corresponding specialty.

The professional title of the plastic surgeon and surgical specialty diploma must be in public view. In case of detecting establishments that do not meet these requirements, it is urged to carry out the health complaint through the electronic page of Cofepris.

In addition to the above, the establishments that offer aesthetic or reconstructive plastic surgery services must certify that the doctors meet the requirements established by the health legislation and that are described in the Risk Notice issued by Cofepris and DGCESas well as comply with the provisions of the current applicable health legislation and in the High Directive for health care establishments with aesthetic, obstetric and/or surgical procedures, published by Cofepris in December 2022.

Finally, it is specified that the services offered through the information media —whether printed, electronic, or others— by professionals who perform plastic, aesthetic, or reconstructive surgery, as well as establishments or medical units in which said surgeries are performed, must clearly anticipate and contain in its advertising the requirements mentioned in articles 83, 272 Bis, 272 Bis 1 and other applicable articles of the General Health Law.
