ANALYSIS – Faced with the proliferation of hazards, the premium levied on insurance contracts could be reassessed.

Global warming is a long-term threat to the financial balance of the natural catastrophe cover scheme (CatNat). And measures, such as an increase in the insurance premium used to finance it, must be considered to keep it afloat.

These are, in essence, the conclusions of the report submitted by the CCR, the public reinsurer in charge of managing the CatNat scheme, to the Minister of the Economy, Bruno Le Maire. Set up in 1982, this public-private system covers major uninsurable events (storms, floods, extreme drought, etc.).


Faced with this unsustainable situation, we need to adjust the prevention, compensation and pricing policies for natural risks.

Its financing is based on solidarity: 12% of the basic home insurance premium goes into its coffers, which amounts to an average of 22 euros for individuals.
