Turkey Pursues Peace process, Demands PKK Disarmament & Constitutional Reform

A new era of potential political and constitutional change is unfolding in Turkey, driven by ongoing negotiations and a call for the complete disarmament of the PKK. A senior official emphasized the openness of recent discussions, stating, “Nothing has been done secretly from the public, and this meeting will not remain secret.” The official also confirmed that detailed records of meetings are maintained by the Turkish intelligence agency, MIT.

İmralı Talks Yield “Positive” Outlook

Recent meetings between members of parliament and Abdullah Öcalan, held on the island of İmralı, have been described as “extremely positive and constructive.” According to reports relayed to the commission overseeing the process, Öcalan has expressed a desire for peace and a willingness to move beyond past grievances. The official noted that Öcalan’s current approach appears “more forward, more constructive and wants peace, and wants this to be over, than what is reflected as ‘Imrali’s ideas.'”

The minutes of these meetings will be shared with the commission, and the outlines of the discussions will be made public. This commitment to transparency is a key element of the current strategy.

Commission’s Role & Presidential Ownership

The commission is expected to deliver a report outlining proposed legal and administrative reforms. A general consensus is anticipated based on input from various political parties. The official indicated the commission’s work will conclude upon the report’s completion, paving the way for parliamentary action on the suggested changes. These changes will address legal deficiencies and administrative issues identified during the process.

Crucially, the official underscored the central role of the President in driving this initiative. “The main determination…and the will to turn the issue into a state policy belongs to our President,” they stated. “If he had not paved the way for this process, it would not have been possible to come this far.”

PKK Disarmament: The “Riskiest” Phase

While acknowledging positive initial steps taken by the PKK, the official cautioned that the current period is the most critical. A complete and verifiable disarmament is paramount, alongside a cessation of all organizational activities. Integration with the existing governance in Syria is also expected.

“the organization should continue to take the steps it promised without wasting time,” the official stressed. “We took our steps. We have the support of our citizens.” State security units will monitor the disarmament process, and political action will follow accomplished verification.

CHP’s Role & Constitutional Implications

The CHP‘s decision not to participate in the İmralı visit was acknowledged, but not viewed as a notable impediment. The official stated the CHP has “brought the process to this day in a positive way” and that their decision was likely influenced by internal party matters.

Looking ahead, the official suggested the current atmosphere of national unity could pave the way for a new constitutional consensus. “turkish democracy now has the maturity to negotiate even its most challenging issue,” they said, adding that this maturity “should be reflected in the constitution and other legal texts.”

Regional Security Concerns & syria

The official also addressed regional security concerns, specifically regarding Israel’s actions in Syria. They asserted that Israel’s intention to destabilize the region, particularly Syria, is evident and requires a proactive response.Protecting Kurdish communities in the region from Israeli influence is a priority. The official stated, “If a terror-free Turkey is realized, it will open the door to a terror-free region.” They also warned of “the project of de-Palestinization of palestinian lands” as a significant danger.

The path forward remains complex, but the commitment to dialog, transparency, and a lasting peace appears firm.
