Countries’ work manual for a more humane management of the prison system

Brasilia (DF) – As part of the Criteria for Technical Standards of Penitentiary Infrastructures (CETIP) project, which has the support of the International Committee of the Red Cross (ICRC), a meeting was organized with three countries that are part of the initiative relating to development of a manual with procedures and minimum rules to promote more humane management of the penitentiary system in Latin American countries.

Representatives of the Federal Penitentiary Service of Argentina, the Gendarmerie of Chile and the National Secretariat of Penal Policy of Brazil, as well as representatives of the Secretariat of Penitentiary Administration and Resocialization of the State of Ceará, met with the ICRC on the 16th and 17th October in Brasilia to evaluate the proposals contained in the document, which is being prepared, and make suggestions regarding the prison infrastructure in the region, in accordance with the fundamental principles of the Nelson Mandela Rules, universally recognized standards by which countries can base their treatment of people deprived of liberty.

The director of the CETIP project at the ICRC, Massimo Russo, explained that this initiative arose in a regional meeting in which representatives of several Latin American countries noted the lack of clear and well-defined procedures in some contexts. Likewise, they reported poor or non-existent grading, inadequate infrastructure, and a high rate of trial waiting, among other problems and challenges that hinder humanized management. “We work directly with countries. It is a seed that we have planted to start a systematic exchange and share the tools needed to help improve prison systems,” he said.
