In the process, the participants elected Morocco as coordinator of the new network, in the person of the Secretary General of the Interministerial Delegation of Human Rights (DIDH), Mr. Abdelkarim Boujradi.
In addition to Morocco as coordinator, the network’s Executive Committee is made up of Paraguay and Portugal.
In a statement to MAP, Mr. Boujradi indicated that this election testifies to the place and role that Morocco plays in the development of the international Human Rights system.
The document adopted in Asuncion after two days of debate (May 8 and 9) refers to the “Marrakech Declaration”, adopted during the first international seminar of the MNMRS in December 2022, by which these mechanisms agreed to create a network international MNMRS.
The newly created Network is an “informal structure” which could evolve into a formal body, depending on its future development and the needs that will be identified by its members.
It aims to promote and encourage the creation of MNMRS, to contribute to the capacity building of network members and to promote the exchange of experiences and good practices, as well as the development and sharing of knowledge relating to missions, roles and the contributions of the MNMRS.
The network also aims to encourage partnerships and bilateral and multilateral cooperation between members of the network, and with other relevant stakeholders, to strengthen cooperation and partnership with the international human rights system. and to contribute to the “virtual knowledge hub for national mechanisms” provided for by a Human Rights Council resolution.
On this occasion, the participants said they were “aware of the importance of MNMRS for the coordination and preparation of reports submitted to international human rights mechanisms”, as well as for the implementation and monitoring, at the level national, recommendations, commitments and obligations arising from international Human Rights law and the international system for the protection of Human Rights.
Defining itself as an inclusive structure in order to bring together representatives of all types of MNMRS, as well as representatives of UN Member States who have not yet established an MNMRS, the new network seeks to facilitate identification, documentation and sharing of effective good practices of MNMRS among practitioners.
This initiative aims to complement and support other initiatives regarding MNMRS, including the efforts of the United Nations Human Rights Council through its resolutions regarding these mechanisms, and efforts to strengthen the international protection system human rights.
During the closing session, the Moroccan Ambassador to Paraguay, Mr. Badreddine Abdelmoumni, underlined the excellent organization of this event by the Paraguayan government, which allowed the delegations to meet in a spirit of collaboration and fruitful dialogue.
The diversity of perspectives and experiences shared during this seminar are proof of the common commitment to the promotion and protection of human rights, continued the ambassador, stressing that the results of this seminar are encouraging and “we are proud to have contributed to the development of a Declaration which reflects our collective commitment to the fundamental values of human rights”.
“As coordinator of the future executive committee, Morocco is honored to play a central role in this crucial initiative,” added Mr. Abdelmoumni, saying he was convinced that “this inclusive and complementary platform will allow us to strengthen our capacities, exchange best practices and coordinate our actions to have a more effective impact on the ground.”
The Paraguayan Ministers of Foreign Affairs, Ruben Ramirez Lezcano, and of Justice, Angel Barchini, welcomed the choice of Morocco as coordinator of the network.
