New Jersey Launches Civilian Cyber Resilience Corps to Bolster Statewide Cybersecurity

New Jersey is significantly expanding its cyber defenses with the launch of the New Jersey Civilian Cyber Resilience Corps (Cyber Corps), a statewide initiative leveraging volunteer cybersecurity professionals to protect critical infrastructure and communities from escalating cyber threats. The program, announced on December 4, 2025, aims to provide surge capacity and specialized expertise to government entities, schools, and vital organizations across the state.

Addressing a Growing Threat Landscape

The Cyber Corps was established under the oversight of the New Jersey Cybersecurity and Communications Integration Cell (NJCCIC) and authorized by the New Jersey Domestic Security Preparedness Task Force (DSPTF). This initiative comes at a critical juncture, as cyber threats are increasing in both frequency and sophistication. According to a senior official, “As cyber threats continue to escalate in frequency and sophistication, New Jersey must continue to expand its defensive capabilities.” The Cyber Corps is designed to fill critical gaps in cybersecurity readiness, particularly for organizations lacking dedicated in-house expertise.

How the Cyber Corps Will Operate

The Cyber Corps will mobilize experienced cybersecurity and IT professionals on a volunteer basis. These volunteers will undergo rigorous screening and training before being deployed to assist organizations with a range of activities, including:

  • Incident response: Providing immediate assistance during active cyberattacks.
  • Vulnerability assessment: Identifying weaknesses in systems and networks.
  • Target hardening: Implementing security measures to protect critical assets.
  • Cybersecurity training: Educating individuals and organizations about best practices.
  • Resilience-building efforts: Developing strategies to recover quickly from cyber incidents.

Volunteers will serve in a non-paid capacity, offering their skills and knowledge to strengthen the state’s overall cybersecurity posture. The program strategically leverages existing expertise to expand defensive capabilities and provide crucial support during cyber events.

A Whole-of-State Approach to Cyber Defense

The integration of volunteers into the NJCCIC’s operational framework represents a significant step forward in New Jersey’s approach to cybersecurity. “Integrating volunteers into the NJCCIC’s operational framework significantly increases the State’s capacity to support local government entities, schools, critical infrastructure providers, and civil society organizations in preventing and responding to cybersecurity incidents,” stated NJCCIC Director Michael Geraghty. This collaborative approach reinforces a whole-of-state strategy, uniting public and private sector resources to address the shared challenge of cyber threats.
