“It is not the case that by creating an NGO, we stop the responsibilities and powers with which the citizens of Artsakh have endowed us. These are parallel processes, one is going to help the other, not to hinder,” declared Artsakh NA deputy, co-founder of the newly created NGO, Davit Galstyan, at the press conference of the foundation of the “Justice and Return” NGO, answering the question why they cannot do it with parliamentary forces. to raise the voice of the people of Artsakh, instead they are trying to do it through an NGO.
“NGOs can raise social issues when the representatives of the parliament are mostly in the political field. This is an attempt to unite broad circles of society: Armenia-Artsakh-Diaspora. It is much easier to unite broad sections of society in the public sphere than in the political sphere,” said Galstyan.
He mentioned that they participate in the consultations invited by Artsakh President Samvel Shahramanyan, they are not fruitless.
“Although the National Assembly of Artsakh does not have any leverage to influence the easing of the social burden of compatriots, it acts and goes its own way. The RA authorities have taken it upon themselves to lighten that social burden. “Unfortunately, the people of Artsakh are free from participating in the development and implementation of these programs at the state level,” said Galstyan.
