The BCS cadres have made a three-point demand, including the reorganization of the newly formed Public Administration Reform Commission Committee.
These demands were announced at a press conference organized under the banner of ‘Inter-Cadre Discrimination Elimination Council’ at Sagar-Runi Hall of Dhaka Reporters Unity (DRU) on Saturday (August 5).
The press conference was held to demand the cancellation of the public administration reform committee and the formation of a new committee ensuring the representation of all cadres.
BCS information cadre officer Monir Hossain read the written statement at the press conference. He said that the Inter-Cadre Discrimination Council is working tirelessly to eliminate cadre discrimination in the formation of a people-friendly state. Last August 31 through you (journalist) we presented our statement for public administration reform. Later, the Inter-Cadre Discrimination Council made a written application for an interview with the advisers in charge of all the ministries. Interviews have already been held with five respected advisors. How public administration should be – With long experience of working in various sectors of civil administration, we presented it in writing before the advisory board and everyone agreed that our demand was reasonable. The committees which were earlier formed for public administration reforms to create a non-discrimination society were made by those who furthered the discrimination for their own benefit. Citing past experience and unconfirmed sources, we informed everyone that such a committee may be formed this time as well. Keeping this in mind, we request all concerned to form a committee including members of all professions. Along with this, to ensure representation of all professions, all councilors have been requested in writing to form a public administration reform committee including ‘Inter-Cadre Discrimination Elimination Council’ of 25 cadre members. The Advisory Board also assured us when the matter was presented in the meeting. We also hoped that this time there will be an opportunity to build a modern public service management based on the opinion of all the employees of the Republic in real public service management.
But I noticed with deep concern that there is no member of the 25 cadres in the eight-member committee formed by the ‘Public Administration Reform Commission’. Rather, six members, including the head of the commission, belong to a cadre, who are discriminators of the civil administration. Besides, even earlier the committee was formed with them to eliminate the discrimination and they increased the discrimination on that occasion.
He also said that it is not possible to establish public service management in this way. The seeds of ruling, exploiting and torturing people are hidden in the word public administration. So we want to cancel the word ‘public administration’ from the service management of modern Bangladesh. A person on the salary of public money cannot in any way be an administrator of the people. So the term public administration is not appropriate. It is time to think about these and stand up against the wrong policies. But so that these thoughts cannot be done, so that the true outline of public service is not revealed, that is why a self-interested circle is always playing the role of an athlete in Bangladesh.
He said that Inter-Cadre Discrimination Redressal Council represents 25 cadres out of 26 cadres of the country. About 53 thousand officers work in 25 cadres out of about 60 thousand officers. Development, progress, public service of the country is done through these 25 cadres. So it is not possible to bypass 25 cadres and reform public administration with only one cadre representative.
Their claim:
1. The existing Public Administration Reform Committee should be reconstituted.
2. Inclusion of representatives of all cadres should be ensured through Inter-Cadre Discrimination Council.
3. An expert in public administration outside the civil service should be appointed as the chairman of the commission.
