Head of the Supreme Council of State, Mohamed Takala, said that adopting the draft constitution or agreeing on the laws of Bouznika are the best two options for holding elections

Takala added, in an exclusive interview with Libya Al-Ahrar TV, that he strongly supports the draft constitution, explaining that they moved to propose alternatives to find a solution to the Libyan crisis. Due to the emergence of parties dissatisfied with him, according to him.

Takala pointed out that adopting the draft constitution or agreeing on Bouznika’s laws could save the current situation in the country, adding that Cairo’s dialogue with the Speaker of the House of Representatives came in response to the invitation of the Secretary-General of the Arab League and that the President of the Presidential Council, Mohamed Menfi, took over its management.

Nomination for government has not been opened

Takala pointed out that a committee to review electoral laws will be formed soon, within a week or two, which was agreed to be established in Cairo with the House of Representatives, noting that the Cairo agreement included an amendment to the Abu Znika version as a compromise solution, explaining that not everyone will oppose it and no one has opposed it so far, considering The amendments will be minor, he said.

Regarding Aguila’s unilateral step regarding his acceptance of the files of candidates for a new government, Takala said that this is not the truth, and that Aguila did not say it, and that he is bound by what he hears from him and not from anyone else, even if he is his advisor, stressing that they are continuing their work for consensus, as he put it.

Regarding the work of the internal Supreme Council, the President of the Supreme Council of State stressed that the Council does not aim to give priority to one bloc over the other, but rather to reach consensus among all opinions, explaining that all agenda items within the Supreme Council of State during this period come by consensus and are discussed and decisions are issued during it, according to what he said. .

Takala also explained that there are blocs at the top of the state that coordinate between them, but no program is presented in the name of a bloc in the sessions inside the hall, adding that since he assumed the presidency of the Council, he has only failed to meet a quorum in one session, which was last February, according to him.

Takala attacks Batelli

Regarding the resigned UN envoy, Takala pointed out that Abdullah Batili did not agree to the meeting of the Supreme Council of State, the House of Representatives, and the Presidential Council in Cairo. Because he only wanted his project to succeed and for the session to be five-party, considering that the resigned envoy had failed to reach a result, describing him as “deficient” in managing the dialogue, and that he had not taken a step forward, and that his resignation was an escape from his failure, according to what he said.

Takala pointed out that consensus on electoral laws is limited to the two chambers only, but Batelli called for a five-party table before the two chambers agreed, and he was showing the United Nations that he is working through the titles he raises without programs or content, as he put it.

Takala revealed that the Moroccan government presented a proposal to Batelli for the mission to supervise a tripartite dialogue between the heads of the Houses of Representatives, the State and the Presidential Council, and he did not accept the invitation despite waiting for 3 months, he said.

A new round with the representatives

Regarding the road map… Takala indicated that negotiations will soon bring them together with the House of Representatives and with the same composition as the Cairo meeting, and that promising results will emerge regarding the road map, pointing out that the political dialogue always remains between the House of Representatives and the Supreme Council of State, because they are the ones who bear responsibility, and their exclusion or The introduction of any other party would disrupt the political situation, as he put it.

Regarding the refusal of the Prime Minister of the National Unity Government, Abdul Hamid Al-Dabaiba, to form any new government, Takala said that they did not receive any objection from the government, adding that they are continuing to work and that coordination will occur when sitting at the negotiating table between the Supreme Council of State and the House of Representatives, according to him.

Regarding the exchange of oil for fuel, Takala said that it is difficult to control the issue of exchanging oil for fuel, whether in terms of prices or quantities, and it leads to escaping oversight and accountability, adding that Libya does not need, in the current period, the issue of exchanging oil for fuel, because of the many suspicions involved, and the need now It is controlling the exchange rate, according to him.

Regarding oil contracts, Takala indicated that they obligated the National Oil Corporation in a letter to enter into contracts with its national companies affiliated with it to develop the productive fields, and to support it from financial institutions and banks, according to him.

Takala: No to the dollar tax

Regarding the foreign exchange tax, Takala explained that the Supreme Council is against the decision, and that it does not serve the state or the citizens, stressing their support for filing appeals against the decision to impose a tax on foreign exchange, because raising the price leads to a worse situation, according to him.

Takala added that raising the value of foreign currencies against the local currency encourages smuggling operations, adding that the entire savings of Libyans are smuggled abroad, and that there is illegal money entering certain groups through which they move and benefit from the conflict taking place in Libya.

Takala considered that the rise in the exchange rate reduced his monthly income, considering that the presence of counterfeit currency confirmed by the Central Governor had contributed to the rise in the exchange rate and its source must be traced, according to him.
