The legislative majority of Morena, the Labor Party (PT) and the Green Ecologist Party of Mexico (PVEM) approved in general and in particular with 250 votes in favor, and 197 against, the opinion that empowers the federal Executive to apply amnesty directly.

Both reforms were submitted to the federal Executive to be included in the Official Gazette of the Federation and will come into force the day after their publication in it.
In their attempt to win the debate despite being swept away in the vote, the opposition presented reservations to the amnesty reform that modified the proem, methodology, content and purpose of the minutes, considerations, normative text of the opinion, article 9 of the Amnesty Law, first and second transitional periods, as well as the legend “Given in the Legislative Palace of San Lázaro on the 23rd day of April 2024.”
With the approved reform, it is established that by exclusive determination of the person holding the Federal Executive Branch, the benefit of the amnesty may be granted directly, without being subject to the procedure established in this order, in specific cases such as those that provide verifiable elements that result useful to know the truth of the facts in cases that are relevant to the Mexican State, and that criminal action has been taken against the person or persons to whom the amnesty is granted, they are being prosecuted or are sentenced for any crime.
Deputy Manuel Vázquez Arellano (Morena) accused that the opposition does not want reform in exchange for the truth because they know and prefer that the soldiers currently on trial be released in a few years for procedural reasons, but not confess.

The Morenista affirmed that the reform of the Amnesty Law in its terms reflects a real commitment to the truth and is not only about the individual right that every victim, their relatives or friends have to know what happened.

Representative Sayonara Vargas Rodríguez (PRI) assured that the opinion under discussion does not contribute to respect for the rule of law, “which we have not had in this country for a long time.”

He added that the approved opinion is above the law and does not contribute to the integration of a system that allows building peace.
