Deputies want the Ombudsman to be elevated to an independent body

The recommendation comes expressly from the Joint Opinion Report of the General Budget Proposal (OGE) for the 2024 economic year, approved today, in the specialty.

With 40 votes in favor, 18 against and no abstentions, the deputies approved, this Monday, in particular, the Joint Opinion Report on the Proposed Law that approves the General State Budget for the 2024 Economic Year.

The specialized commissions on the matter recommended that, from now on, the General State Budget proposal accompanied by the Fiscal Strategy document be returned to the AN, in compliance with the requirement set out in Law no. 37/20, of 30 October (Law of Sustainability of Public Finances).

Lawmakers understand that attention must be paid to the risk of over-indebtedness taking into account the constant rise in interest rates in international financial markets.

In fact, they consider it imperative to continue the downward trajectory of public debt to levels close to 60 percent of the Gross Domestic Product (GDP), taking into account its weight in the social sector.

Legislators also recommended improving mechanisms for taxpayers who fail to issue their standardized invoices with indexed VAT, especially in small shopping centers.

They also recommended that the next budgets to be sent to the National Assembly should have a list of public benefit associations attached, with a breakdown of their respective funds, for control and inspection purposes.

In the context of public investments, deputies understand that priority should be given to completing ongoing projects, considering it an indispensable condition for the registration of new projects, except in those justifiable situations whose national interest cannot be postponed.

In the health sector, they recommended the relocation of KZ 596,431,945.00 (five hundred and ninety-six million, four hundred and thirty-one thousand, nine hundred and forty-five kwanzas) of the costs for the operation of the Viana Molecular Laboratory, to the Program to Strengthen the National Epidemiological Surveillance System, taking into account the vital importance of this program in controlling major endemic diseases.

In the education chapter, the legislators recommended that the public competition for entry and promotion of categories, provided for in OGE-2024, be carried out, taking into account the high number of teachers with unsuitable categories.

In relation to the Social Communication Regulatory Entity (ERCA), they recommended that it be given its own remuneration status, and its respective organizational chart.

With revenues estimated at 24 billion kwanzas and expenses set at the same amount, the OGE proposal for 2024 foresees, among others, a salary increase in the Public Service of around 5 percent.

Economic projections for the next financial year were calculated based on an average price per barrel of oil of 65 dollars and an average daily oil production of 1 million and 60 thousand barrels. DC/VIC
