The head of Chuvashia, Oleg Nikolaev, proposed to include digital transformation measures in the individual program for the socio-economic development of the republic (IPSED).

At a meeting on the socio-economic development of the regions of the Volga Federal District, which was held by the Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko and the plenipotentiary of the President of the Russian Federation in the Volga Federal District Igor Komarov, Nikolayev said that all areas of the IPSED are already demonstrating efficiency – they are in demand both by the population and by business entities. But the digitalization of sectors of the economy requires an additional 300 million rubles, the financing of these events, according to the head of Chuvashia, can be envisaged as part of the development program.

– In view of the fact that the program was developed two years ago, and now, under your leadership, we have done a lot of work in terms of the system vision of the digital transformation of the region and the digitalization of all spheres of life, it seems expedient to envisage digitalization measures within the framework of the IPSED for at least those industries that are involved during its implementation, – Nikolaev turned to the Deputy Prime Minister.

The implementation of 128 projects of the Digital Transformation Strategy of Chuvashia in 17 sectors of the economy, social sphere and public administration will create 170 high-performance jobs in modern science-intensive enterprises and attract 1 billion rubles of extra-budgetary investments.

In addition, the head of the region asked for support in resolving the issue of creating a preferential zone in Novocheboksarsk – this project is also included in the individual development program. The profile of the special economic zone, the creation of which the republic has submitted to the federal government, is the development of the industrial and production sector. The infrastructure of the Novocheboksarsk SEZ will be financed from the federal and regional budgets. The total investment of anchor residents in the period from 2022 to 2025 will amount to more than 15 billion rubles, 1086 new jobs will be created. According to estimates, SEZ residents will provide 3.7 billion rubles in tax revenues to the budgets of all levels.

According to Vitaly Khotsenko, Director of the Department of Regional Industrial Policy and Project Management of the Ministry of Industry and Trade of Russia, Chuvashia has no problems with the implementation of an individual development program at the moment.

– The activities that were planned have been completed. Two indicators that we declared with the region, jobs and extra-budgetary budget, they have been achieved, – he explained.

Khotsenko also added that this year the additional capitalization of the guarantee fund of Chuvashia continues and measures are being taken by the Ministry of Construction of the Russian Federation, in particular, subsidizing mortgage loans. In addition, in addition to IPSED, funds received as a result of savings in the department are sent to the region – in addition to systemic support measures, subsidies in the amount of about 1 billion rubles annually to industrial enterprises in various areas. Within the framework of a single regional subsidy, 62 million rubles were directed to the republican industrial fund.

Dmitry Chernyshenko, in turn, stated the need for each region in the very near future to identify 5 “breakthrough” projects that will have the most positive impact on socio-economic development.

According to him, it is important to obtain dynamics and the maximum positive effect for the regions at the expense of federal assistance. When forming projects, the Deputy Prime Minister noted, it is necessary to rely on feedback from citizens, business, and the scientific community.

Following the meeting, Chernyshenko instructed to create 14 working groups headed by the heads of the subjects. They should diagnose the regional development agenda, show the target image of the region until 2030 with an intermediate stop in 2024, and propose a list of breakthrough projects.

Recall that the individual program of socio-economic development of the Chuvash Republic for 2020-2024 is aimed mainly at economic development projects, using the existing potential of existing large enterprises and attracting new investors. According to forecasts, the implementation of measures will help achieve an increase in average per capita income by 1.6 times, reduce the level of poverty and unemployment. The total funding for the program is 5 billion 50 million rubles, of which 5 billion rubles have been allocated from the federal budget.
