State Government Faces Backlash Over Flawed Corona Aid Repayments

FDP state parliament member Christian Jung publicly criticized Economics Minister Nicole Hoffmeister-Kraut, stating her actions have caused “a massive loss of trust among companies, not only in the Karlsruhe region.” The core of the dispute lies in the state’s shift from initially promising non-refundable aid to later demanding repayment from businesses.
Court Ruling Highlights “Illegal” Withholding of Funds
The controversy stems from a ruling by the Administrative Court, which found that 6,500 companies in Karlsruhe and the surrounding district were “illegally deprived of 43.6 million euros.” Jung, speaking on the sidelines of the Karlsruhe Chamber of Commerce and Industry (IHK) New Year’s reception on January 12, 2026, emphasized the urgent need for a resolution. “We need a quick solution for the 6,500 affected companies in Karlsruhe and the Karlsruhe district. Because the state has illegally withheld around 43.6 million euros from them over the years as part of the Corona emergency aid,” Jung stated.
The issue extends beyond Karlsruhe, impacting a total of 62,000 small and medium-sized businesses throughout Baden-Württemberg, resulting in a collective loss of €437 million. The state government accepted the court’s verdicts in December 2025, following over 18 months of litigation. Despite the rulings, a clear path forward for repayment remains elusive.
Minister Accused of Lacking Solutions
Jung further criticized Minister Hoffmeister-Kraut for a perceived lack of initiative in addressing the situation. “The CDU Economics Minister Nicole Hoffmeister-Kraut shows no ability to find solutions and, in my opinion, an overwhelming burden on everyone involved when it comes to repayment,” he asserted. He argued that the recovery notices issued by the state are “unlawful, disproportionate and damaging to the trust of the companies affected.”
What should happen to the wrongly claimed funds? Jung demands that “all repayments that have been unlawfully demanded or have already been made must be corrected immediately and reimbursed in full to the companies – regardless of whether they have sued or lodged an objection.” The FDP is pushing for the Economics Minister to provide a transparent plan for addressing the judgments and implementing an efficient refund process. Jung described the errors in guidelines and repayments as a “show of poverty” for the Ministry of Economic Affairs and evidence of “poor work” in designing the aid.
