EASE Scheme: Subsidies for Senior-Friendly Home Fittings Now Available for Private Homes in Singapore from April 1st

Singaporean seniors living in private homes will soon have access to financial assistance for home modifications designed to support aging in place. Starting April 1, 2026, more than 80,000 households will be eligible for the Enhancement for Active Seniors (Private Housing) Programme, or EASE (Private), receiving vouchers worth S$1,200 to offset the cost of installing senior-friendly fittings. This expansion of the program, initially available only to residents of public housing, aims to make homes safer and more accessible for an aging population.

The initiative, announced by National Development Minister Chee Hong Tat on February 22, 2026, addresses a growing necessitate as Singapore’s population ages. The vouchers can cover up to 75% of the installation costs for seven types of fittings, offering significant financial relief to eligible homeowners. For example, a senior installing grab bars and slip-resistant flooring with a total cost of S$800 would only pay S$200 out of pocket, with the remaining S$600 covered by the voucher.

Who Qualifies for the EASE (Private) Program?

To qualify for the EASE (Private) program, households must meet specific criteria. At least one member of the household must be a Singaporean citizen aged 65 or above. Alternatively, households with members aged 60 to 64 who require assistance with at least one daily living activity – such as bathing, toileting, or eating – are also eligible. The Ministry of National Development (MND) will be sending out mailers to eligible households with details on the application process.

The rollout of the program will be phased to manage demand. Starting April 1, 2026, the program will be available to seniors aged 80 and above. It will then expand to include those aged 70 and above on July 1, 2026, and finally to all seniors aged 65 and above on October 1, 2026. This phased approach, according to the MND, is intended to spread out the installation process and ensure sufficient contractor capacity.

What Fittings are Covered by the Subsidies?

The S$1,200 in vouchers can be used towards a range of senior-friendly fittings designed to improve safety and accessibility within the home. While the full list of 11 fittings is available for HDB residents, the private housing scheme currently covers seven types of installations. Prices after the subsidy range from S$16.35 for a bidet spray to S$158.05 for a handrail, making these essential home modifications more affordable.

Eligible homeowners will be able to engage pre-qualified contractors to carry out the installations. This ensures quality workmanship and adherence to safety standards. The program builds on the success of the original EASE program, launched in July 2012 for residents of Housing Development Board (HDB) flats. As of January 2025, approximately 340,000 HDB households had benefited from the scheme.

A Lower Subsidy Compared to Public Housing

While the extension of the EASE program to private homeowners is a welcome development, the subsidy level differs from that offered to HDB residents. Subsidies for HDB residents range from 87.5% for those in executive flats to 95% for those in one- to three-room flats. The 75% subsidy for private homeowners reflects the different financial circumstances of these households.

The expansion of the EASE program to private properties was first announced by Prime Minister Lawrence Wong as part of Budget 2025, and will remain available for three years, until 2028. This commitment underscores the government’s dedication to supporting seniors and promoting active aging across all housing types.

Successful applicants will then be able to select a pre-qualified contractor to install the chosen fittings.
