The European Commission today presented guidelines related to the discussed changes in EU enlargement policy. The Commission proposes that the countries that are about to join the EU get access to the development of projects of pan-European interest.

According to the commission, these countries may also participate in European actions to protect the environment. It is proposed that the EC evaluates how far the candidates are ready to implement the common agricultural policy and the direct payment of funds to farmers. The EC evaluations, the first of which is due next year, will show whether the legislation of the applicant countries meets the requirements of European policies for economic and social cohesion.

The Commission considers that with the continued enlargement of the EU, the need to preserve the possibility of adopting decisions at the European level increases, although sometimes the foreign policy interests of individual countries differ. The EC clarifies that it supports changing the European treaties if necessary, but notes that even now there is a possibility to move to approving part of the general decisions by majority rather than unanimity.

The Commission clarifies that the enlargement will be tailored to the achievements of each individual country and a timetable cannot be predicted. However, it is necessary to think about how the accession of more countries will affect the general budget, states a message from the EC, BTA reported.
