Next year, the ecological bonus will integrate environmental criteria to favor “low carbon” and almost exclusively electric vehicles for the first time. The amounts should remain unchanged: aid of 5,000 euros for purchases, and up to 7,000 euros for the most modest households, even if nothing definitive has yet been decided. On the other hand, there is a precise list of cars which will be entitled to it. It will be made official by a regulatory text which must appear in the Official Journal this Friday.

Most of the manufacturers who had submitted a file before December 1 for their vehicles to benefit from the bonus have been integrated. 485 files were submitted and, according to the list made official by Ademe (the Environment and Energy Management Agency), 436 versions of 79 models (and 22 brands) were selected. These are “the best students on four wheels from an ecological point of view”, summarizes a senior official from Bercy.

Products in France and Europe

“With Bruno Le Maire (the Minister of the Economy), we are publishing the first list of the most efficient vehicles from an environmental point of view, according to a complete analysis of their footprint throughout their life cycle, welcomes for her part Agnès Pannier-Runacher, the Minister of Energy Transition. These models will be the only ones able to benefit from public support from the State. Vehicles produced in France and Europe which have a particularly small footprint will thus be supported. »

Officially, this is not a protectionist measure. But Emmanuel Macron had been clear in recent months. “Today, we have the United States and China who protect their industries and Europe which is open to the four winds,” lamented the Head of State, for example, during the last automobile world championship in Paris. The new ecological bonus should make it possible to prevent French aid from ultimately favoring products manufactured in particular in China, at a time when France prides itself on the development of a sovereign electric battery sector.

Exit, then, Chinese-made cars. The giant BYD, with very aggressive commercial offers in France, had submitted a file for the Atto 3 and the Dolphin. Neither model appears in the list revealed this Thursday. “We believe that even without the bonus, our cars are accessible, very well equipped and that they have one of the best guarantees on the market,” underlines a representative of the brand, without excluding, from January, a price adaptation.

The Dacia Spring excluded from the bonus

The models from the Chinese manufacturer MG Motor, whose electric sales are taking off in France, have also not achieved the environmental scores allowing them to appear on the list. As its cars are no longer eligible, the manufacturer has launched big discounts in recent weeks.

But there are collateral victims, like the Dacia Spring, the cheapest electric on the market, now excluded from the bonus because it is produced… in China. “The Spring remains very accessible, even without the bonus,” says the brand’s representative. For the moment, we have no plans to lower its price. »

Finally, what about the other electric car giant, the American Tesla? The Model Y, the best-selling electric model in Europe in the first half, indeed retains the bonus, undoubtedly because the SUV is manufactured in the gigafactory in Berlin, Germany. The Model 3, on the other hand, imported from China, is ruled out.

At Renault, the Zoe, Twingo, Mégane and Scenic remain eligible. At Stellantis, the Peugeot 208 and e-3008, the Citroën ëC4, the DS3 (DS Automobiles), the Fiat 500 and 600, the Corsa and Astra, among others, appear on the list.

A first list not definitive

Remember that the ecological bonus was originally set up to help with the purchase or rental of new or used vehicles based on the buyers’ tax income. Initially, only gas emissions were taken into account. From now on, vehicles eligible for the aid system must present a minimum environmental score taking into account emissions but also the location and methods of production.

This first list is not definitive. Unsurprisingly, many “small” models appear there, but certain more “premium” vehicles have also found their place, such as the Audi Q4 e-tron, the BMW iX1, and the Volvo XC40 Recharge. Finally, highly anticipated vehicles like the Citroën ëC3 and Renault 5 should complete the selection when they are launched in 2024.

Concerning the price ceiling of the new ecological bonus, doubt remains since several models exceed the current amount of 47,000 euros. Response this Friday with the publication of the regulatory text in the Official Journal.
