Political Shifts in Brazil: Deputies Lose Mandates, Replacements Step In

A recent decision by the Chamber of Deputies to revoke the mandates of federal deputies Eduardo Bolsonaro (PL-SP) and Alexandre Ramagem (PL-RJ) on Thursday, October 18th, has triggered a reshuffling of political representation, bringing new faces to the forefront. The move immediately activated the positions of their designated substitutes, Missionary José Olímpio (PL-SP) and Dr. Flávio (PL-RJ), signaling a potential shift in legislative priorities.

Bolsonaro’s Seat Reclaimed by Former Deputy

Missionary José Olímpio has a familiar role in the Chamber. He initially assumed Eduardo Bolsonaro’s mandate on March 21st, following the former deputy’s move to the United States – a relocation described as being undertaken “in order to plot against Brazil.” Olímpio briefly stepped down from the position on October 3rd, only to resume it this Thursday. During his initial tenure, he successfully signed three bills into law, including legislation to establish a National Christian Family Month.

Born in Itu, São Paulo, in 1956, Olímpio brings considerable political experience to the role, having served five terms as a councilor and previously holding a seat in the Chamber of Deputies from 2011 to 2019. He maintains close ties with the Worldwide Church of the Power of God, a known ally of former President Jair Bolsonaro, and publicly states his commitment to working “in defense of faith and freedom.”

From Agriculture to the Chamber: Dr. Flávio’s Transition

The replacement for Alexandre Ramagem, Dr. Flávio, presents a different background. Currently serving as the Secretary of Agriculture, Livestock and Supply for the state of Rio de Janeiro, Dr. Flávio is a medical professional, born in Central de Minas, Minas Gerais, in 1971, specializing in anesthesiology. He previously served as mayor of Paracambi, Rio de Janeiro.

Dr. Flávio initially took up his federal deputy mandate in May 2024 after temporarily stepping down from his secretarial post, joining both the Health and Agriculture committees. He returned to lead the Rio de Janeiro agriculture department in September 2024. Last year, he proposed an amendment to the Consumer Protection Code aimed at strengthening passenger safety regulations for air travel.

According to reports from The Globe, Dr. Flávio has announced his intention to fully dedicate himself to his role in the Chamber. “I’m going to talk to the governor and I’m going to Brasília next week to regularize the definitive situation,” he stated. This move suggests a long-term commitment to federal legislative work.

The changes within the Chamber reflect the ongoing dynamics of Brazilian politics, with experienced figures and those from diverse backgrounds stepping into key roles. The impact of these transitions on future legislative debates and policy outcomes remains to be seen.
