Czech Official Detained on Suspicion of Serious Crimes, Released Pending Investigation

A senior Czech government official, Václav Velčovský, chief director of the European Funds Section at the Ministry of Education, was detained by police on Monday and subsequently released pending further investigation. The detention, which occurred directly within the Ministry of Education building in Prague, is unrelated to his official duties, authorities confirmed.

The case has prompted a formal criminal prosecution, initiated based on information gathered during the investigation. According to a press release, law enforcement authorities have qualified the alleged conduct as encompassing multiple criminal acts outlined in the Czech criminal code.

Broad Range of Allegations

The individual is accused of a disturbing array of offenses, including rape and extortion, alongside charges related to narcotic and psychotropic substances. These include the manufacturing and dealing of such substances, as well as possession for personal use. Further allegations involve the production and distribution of substances with a hormonal effect, and actions that endangered health with harmful food.

A spokesperson for the police stated, “Based on the information currently available to law enforcement authorities, the conduct for which the accused is accused was qualified as several different criminal acts listed in a special part of the criminal code.”

Internal Communication and Initial Reports

Internal communication within the Ministry of Education revealed the detention. On Tuesday, the State Secretary, Ondřej Andrys, reportedly sent an email to ministry officials stating they were informed on Monday afternoon that Velčovský had been detained by the Police of the Czech Republic at the Prague Harfa location. Initial reports of the detention surfaced on Monday via TN.cz, indicating the case is being overseen by prosecutors from the District Prosecutor’s Office for Prague 9.

Police spokeswoman Eva Kropáčová confirmed that officers from the Regional Directorate of the Capital City Police conducted an investigation at the Ministry of Education, Youth and Sports in Prague 9, detaining a man born in 1983 on suspicion of multiple offenses unrelated to his position. The Ministry of Education’s spokesman, Ondřej Macura, subsequently confirmed the detention of an employee.

Investigation Continues, Presumption of Innocence Remains

Despite the serious nature of the allegations, authorities emphasize that the investigation is in its preliminary, non-public phase. A spokesperson stated, “Although an investigation is being conducted, the matter in question is still in the non-public phase of the preliminary proceedings, and the principle of presumption of innocence also continues to apply in relation to the accused.”

Velčovský, a veteran of the Czech government with over ten years of experience in high-level positions within the Ministry of Education, the government office, the Ministry of the Interior, and the private sector, is currently being prosecuted at large following his release after preliminary proceedings. The ongoing investigation will determine the validity of the charges and the future course of legal action.
