Prime Minister Nikol Pashinyan is on a working visit to the Republic of Kyrgyzstan. On August 20, the Prime Minister of Armenia participated in the work of the extended session of the EAEU intergovernmental council, the government reports.

Before the session, the Prime Ministers of the EAEU member states were hosted by the President of Kyrgyzstan, Sadir Zhaparov, welcoming them in Cholpon-Ata and wishing the session of the EAEU Intergovernmental Council an effective course.

Prime Minister Pashinyan made a speech at the meeting with an expanded team.

“Dear heads of government,

Dear participants of the meeting,

I would like to start my speech with a word of thanks to Ulukbek Asamidini for the traditional warm welcome and hospitality shown to us in this beautiful corner of Kyrgyzstan.

I warmly welcome the Prime Minister of Uzbekistan, Abdullah Nigmati, as well as the plenipotentiary representative of the Cuban government.

Yesterday, during the narrow format session, we already exchanged ideas on the conceptual issues of today’s agenda. Now I would like to dwell on some aspects of the issues we have discussed that are important for our countries.

Let me start with the issue of the development of unified principles for the regulation of the transport sector. We think that the member states in 2021-2023 The road map for the implementation of the coordinated transport policy is a balanced program for the development of the sector. The document envisages complex development of Eurasian transport corridors and consistent work on harmonizing the legislation of our countries in this area.

Last year we made sure that there is a demand for transport-logistics cooperation within EAEU. During the pandemic, “green corridors” were formed within the framework of the Union for key products. Thanks largely to these measures, we managed to prevent food shortages on the Union market and disruptions in mutual trade.

I would also like to mention the relevance of the implementation of the Road Map for the Formation of the Common Market of Organic Agricultural Products. It is obvious that the measures envisaged by this document will contribute to the sustainable development of the agro-industrial complex and the agrarian market of the Union.

The next issue I would like to dwell on is increasing the competitiveness of products produced in the EAEU in domestic and foreign markets. In the context of measures to achieve this goal, I would like to emphasize the importance of forming a joint insurance support system for exports. We support the creation of the Eurasian Company, which will allow, by creating additional insurance capacities, to increase the volume of insurance support for trade within the Union and exports to third countries.

Dear colleagues,

We are convinced that one of the key components of the effective development of our union is consistent and transparent work towards the creation of a normative base for the common markets of gas, oil and petroleum products. The effective use of the energy potential of the Union can become the answer to many challenges, contributing to the strengthening of energy security and the sustainable development of the economies of our countries.

The Republic of Armenia expresses its satisfaction with the significant work done by the Commission and the authorized bodies of the member states in the direction of the formation of the common markets of gas, oil and petroleum products of the Union, which is reflected in the presented reports.

This year, the member states, together with the Commission, started the discussion of the international agreement on the formation of the common gas market of the Union. We expect continuous constructive work based on mutual understanding and taking into account the interests of all member states of the Union.

I would also like to note with satisfaction that we managed to agree on the concept of forming a common market for oil and oil products based on five principles approved by all the states of the Union.

In conclusion, I would like to address the issues of environmental protection and climate. This is the direction that requires additional efforts and multilateral cooperation. We believe that a serious multi-layered dialogue is necessary within the framework of our Union, which will allow to reduce the negative factors affecting climate change, while at the same time providing conditions for economic growth and development. We support the idea of ​​creating a high-level working group on the harmonization of mechanisms for the regulation of greenhouse gas emissions and the system of environmental fees in order to promote environmental activities in the EAEU.

During the session, the Prime Ministers of EAEU member states addressed a number of issues included in the agenda.

In particular, the 2021-2022 internal market of EAEU became the subject of discussion. the list of exceptions and restrictions to be eliminated, EAEU member states for 2021-2023. the program of measures for the main directions and stages of the implementation of the road map of the coordinated transport policy, the program of measures for the formation of a common market for organic agricultural products within the framework of the EAEU, as well as the program of priority measures for the development of trade and economic cooperation between the Eurasian Economic Union, the EAEU member states and China.

There was a reflection between the budgets of EAEU member states in 2020. to the question of accounting and distribution of the amounts of imported customs duties, to the possibilities of integration interaction in the direction of the development of the transit potential of EAEU railway transport. It was decided to form a high-level working group on issues of digital transformation in the Union.

It was decided to hold the next session of the Eurasian Intergovernmental Council in October of this year in Yerevan.
