On December 2, the Council of the Russian Federation will discuss a law on the ratification of the agreement on the principles of tax policy in the field of excise tax on tobacco products of EAEU member states.

According to that document, from 2024, a single rate of excise tax on tobacco products will be applied in the countries of the Eurasian Union.

“The agreement will not allow the entry of cheap cigarettes to the Russian market,” believes Anton Morozov, a member of the State Duma Committee on International Relations.

The agreement defines the rules for approximation of excise tax rates on tobacco products in Russia, Belarus, Armenia, Kazakhstan and Kyrgyzstan. It is determined that in 2024 EAEU member states will apply a predictable rate equal to 35 euros per 1000 tobacco products.

“The predictable rate will be confirmed every five years,” he noted.

Moreover, it should be clarified that excise taxes in these countries can deviate from the predictable rate by no more than 20 percent. EAEU countries, in agreement with the Council of the Eurasian Economic Commission, will be able to change the excise rate if there are justified economic reasons and in the event of a more than 15% change in the exchange rate of national currencies against the euro.
