The State Fund “Agriculture” (DFZ) informs the applicants for the interventions for Campaign 2023 that in their individual profiles, in the Electronic Services System (ESS), information has already been loaded in tabular form with the findings from the System for monitoring on area (SMP) for all monitorable eligibility conditions.

Beneficiaries who have submitted support documents under direct area payment interventions for Campaign 2023 have the opportunity

to express disagreement, correct the affected plot or withdraw it entirely from November 6 to 20, 2023.

For the convenience of farmers, detailed video instructions have been prepared for both the provided opportunity to get acquainted with the results and the steps for expressing disagreement, correcting or withdrawing requested data in the applications for Campaign 2023, established through the SMP or from administrative checks that have been published on DFZ website.

To access the data, the applicant must identify himself in the SEU by means of his username and password.

Monitorable are all those eligibility conditions that can be tracked using the Sentinel satellite imagery through fully automated data extraction and inference procedures.

The following conditions are observed:
• Maintenance/activity in arable land (OZ);
• Maintenance of permanent plantation (TN);
• Maintenance of permanently grassed areas;
• Availability of mowing until 15.06; until 01.07. and until 15.07. – the condition is applicable only to plots falling within the NATURA 2000 zone, for which the mowing ban is applicable;
• Flooded area in OZ;
• Flooded area in PZP and TN;
• Shrubs and forest vegetation;
• Existence of burnt areas;
• Availability of permanent areas;
• Presence of plowed areas in the specialized layer of the PZP.

Monitoring results are visualized through a traffic light system:

• red – detected inconsistency with the data declared in the application
• yellow – there is no evidence of an open discrepancy with the data declared in the application
• green – open compliance with the data declared in the application

An eligibility condition for which a score of “Green” is written is considered to be a condition for which there is convincing evidence of correspondence between the declared data and the data obtained as a result of automated monitoring procedures by the system for a given monitored eligibility condition.

An eligibility condition with a score of “Yellow” is considered a condition for which there is no convincing evidence of a discrepancy between the declared data and the data obtained as a result of automated monitoring procedures by the system for a given monitored eligibility condition.

An eligibility condition scored Red is considered a condition for which there is convincing evidence of a discrepancy between the declared data and the data obtained as a result of automated monitoring procedures by the system for a given monitored eligibility condition.

An eligibility condition for which a score of “Not Applicable” is written is a condition that is not applicable to the declared data for the relevant parcel.

In the GIS module of the SEU, a new section has been created – “Monitoring data”, where the data for areas deciphered as burnt, permanent and plowed areas in the specialized layer of PZP are graphically visualized in separate layers.

In the same section is the raster

Vegetation Index layer.

This layer is a Maximum Vegetation Value image and is a composite of all available images taken over a 10-day period, with only the maximum vegetation index value used from each capture. This map is colored according to the degree of vegetation, with areas in red being devoid of vegetation (artificial surfaces, bare soil, etc.) and those with a high degree of vegetation in green. For the convenience of users, a legend has been added to the map and the option to select a period has been added.

Requests for disagreement, correction or withdrawal are generated according to the mechanism known to business owners in the SEU, with the name “Data from monitoring and administrative checks”. In the second video posted on DFZ website set out the sequence of actions that any applicant wishing to express disagreement or to correct and withdraw areas should complete.

Farmers should bear in mind that expressing disagreement with the findings of the SMP is necessary only in cases where the beneficiary considers that the System has recognized a certain area incorrectly – as an area with a discrepancy.

Any disagreement by the beneficiary will be subject to a review of the available satellite imagery outside of the SMP’s automatic procedure and the finding will be communicated to the applicant through the SEU.
