U.S. senators released government text messages from Dr. Anthony Fauci on Monday, revealing private 2021 discussions between federal health leaders about early-pregnancy COVID-19 vaccine safety, potential cytokine storm risks, and public messaging challenges during the rollout of the pandemic response.
A pair of Senate Republicans leading congressional investigations into the federal pandemic response released an initial batch of text messages obtained from Dr. Anthony Fauci’s government-issued cellphone. The cache, produced by the Department of Health and Human Services, stems from a device containing more than 34,000 text messages and 522 voicemails from roughly 2014 up to a few days before
Fauci left the National Institute of Allergy and Infectious Diseases in December 2022.
Sens. Ron Johnson of Wisconsin and Rand Paul of Kentucky made the documents public on Monday. Investigators noted that the device listed only three contacts, with all other messages identified solely by phone numbers rather than names, raising questions that congressional leaders said will require time to review while protecting individual privacy.

The newly disclosed records center on a thread from January 25 and 26, 2021. The exchange involved Fauci, then-Centers for Disease Control and Prevention Director Dr. Rochelle Walensky, and U.S. Surgeon General Dr. Vivek Murthy as they wrestled with the scarcity of clinical trial data for pregnant women.
Murthy initiated the conversation by asking if there was any data or theoretical reason to prefer vaccinating early versus late in pregnancy, noting he had been advising pregnant individuals that no concerning adverse outcomes had appeared in limited trials while pregnant participants were limited. Walensky replied that the situation was largely a data-free environment, though the CDC had recently established a V-safe pregnancy registry that had enrolled over 15,000 pregnant women at the time of the discussion.
Fauci responded that there were no data or theoretical reasons to favor early vaccination over late vaccination. However, he noted a public anxiety driven by the misperception that mRNA vaccines could alter a recipient’s genes. In a follow-up message sent hours later, Fauci raised a physiological caveat regarding immune reactions.

The following day, the discussion turned to external communications when Murthy alerted the group to a World Health Organization advisory recommending against pregnant women taking the Moderna vaccine due to a lack of clinical data. Murthy warned that the statement could prove potentially damaging to public confidence among expectant mothers.
Fauci advised that officials should respond by emphasizing that while clinical trials initially excluded pregnant participants, post-authorization data covering more than 10,000 vaccinated pregnant individuals had shown no safety flags. He added that animal toxicity studies also raised no red flags, and noted that regulatory bodies permitted individuals to make an informed choice.
Fauci further noted that COVID-19 can be a serious disease especially during pregnancy, prompting regulatory agencies and professional associations to support patient choice.
Broader Investigation and Contempt Proceedings
The release of the text messages coincides with escalating congressional scrutiny of federal health leadership. Last month, Fauci invoked the Fifth Amendment 111 times during testimony before a Senate panel .
Paul indicated plans to send the contempt referral directly to the Justice Department rather than waiting for a full Senate vote to not “waste time”. Johnson stated that his subcommittee’s investigation into pandemic decision-making has only just begun and that additional material from the phone will be released as reviews continue.
Subsequent Federal Guidance and Vaccine Safety Data
In the months following the January 2021 text exchange, federal health agencies issued formal recommendations as broader safety data accumulated. On August 30, 2021, Fauci noted that tracking tens of thousands of vaccinated pregnant women had revealed no indication of increased adverse issues compared to unvaccinated individuals.
The CDC formally recommended on August 11, 2021, that pregnant individuals receive the vaccine after analyzing data and finding no increased risks of miscarriage or other safety concerns related to the shot.
