Tuesday, September 13, a draft security pact prepared by a group of experts was indeed submitted to Volodymyr Zelensky. The guarantees of this draft treaty “are presented as strict obligations that must be endorsed by the United States, the United Kingdom, Germany, France, Turkey and other countries”, explains the Russian daily. For several months now, this working group, made up of “specialists from across the democratic world, including former prime ministers and ministers”, and coordinated by the chief of staff of Volodymyr Zelensky, Andreï Ermak, and the Dane Anders Rasmussen, former secretary general of NATO, is working on the elaboration of recommendations on the basis of which a “kyiv agreement on security must be proposed ” (Kyiv Security Compact). On September 13, the Ukrainian president met with the latter two and was given a ten-page document which was posted on the Ukrainian presidency website.

The document generally proposes a strengthening of Ukraine’s military power and an increase in its armed forces.
