Formation of Economic and Government Procurement Advisory Committee

Finance advisor. Saleh Uddin Ahmed convened the Advisory Council Committee on Economic Matters and the Government Procurement Advisory Council Committee has been formed. The number of members of both the committees including the convener is 12. Two advisers of the anti-discrimination student movement have also been placed in it.

Two separate notifications signed by Zaheda Parveen, Additional Secretary (Committee and Economic) of the Cabinet Division were issued by order of the President on Wednesday.

Among the members of the advisory committee on economic issues are the advisors of the Ministry of Planning and the Ministry of Education. Wahiduddin Mahmud; Dr. Asif Mahmud, Advisor to Ministry of Law, Justice and Parliamentary Affairs, Ministry of Expatriate Welfare and Foreign Employment and Ministry of Culture; Advisor to the Ministry of Local Government, Rural Development and Cooperatives AF Hasan Arif; Advisor to the Ministry of Foreign Affairs. Touhid Hossain; Adviser to Ministry of Home Affairs and Ministry of Agriculture Lieutenant General (Retd.) Md. Jahangir Alam Chowdhury; Adilur Rahman Khan, Advisor to the Ministry of Industry and Ministry of Housing and Public Works; Ali Imam Mazumder, attached adviser in the office of the Chief Adviser; Muhammad Fawzul Kabir Khan, Advisor to Ministry of Power, Energy and Mineral Resources, Ministry of Road Transport and Bridges; Advisor to Ministry of Environment, Forest and Climate Change and Ministry of Water Resources Syeda Rizwana Hasan; Advisor to Ministry of Post, Telecommunication and Information Technology and Ministry of Information and Broadcasting. Nahid Islam and the advisors of the concerned ministries have been kept as members of this committee.

Officers assisting the Committee include – Cabinet Secretary; Office of the Chief Secretary/Secretary, Chief Adviser; Governor, Bangladesh Bank. Apart from this, the Department of Internal Resources; Ministry of Foreign Affairs; Ministry of Industry; Implementation Monitoring and Evaluation Division; Department of Finance; Department of Economic Relations, Ministry of Expatriate Welfare and Foreign Employment; Ministry of Commerce; Department of Financial Institutions; Besides the concerned members of the Planning Commission, the Secretary of the concerned Ministry, the Chief Executive Officer (CEO) of the Implementation Monitoring and Evaluation Department of Bangladesh Public Procurement Authority (BPPA) has been kept. The term ‘Secretary’ in the Committee shall also include the Senior Secretary.

Scope of work of the Advisory Committee on Economic Matters: 1. Review and evaluate the overall financial and economic affairs of the country; 2. Before presenting at the Advisory Council meeting a. Trade policy (including import policy, export policy); b. industrial policy; c. Consider and make recommendations on budget and taxation proposals; 3. Reviewing and evaluating policies followed by banks, insurance and financial institutions and formulating necessary recommendations in these matters; 4. Matters relating to grant of subsidy in favor of various Government and Autonomous Institutions; 5. Consideration of the functions performed by statutory bodies, particularly their financial performance and results; 6. Increase trade, expand foreign labor market, assess foreign labor market demand, monitor remittance related activities, consider and approve annual targets for sending manpower abroad and consider and approve these targets and review the progress of achieving these targets; 7. Determining the price of the products of the government-owned institutions if not determined by any other process and considering and recommending the sale of the products/by-products of the factories valued above 50 crores of government institutions and 8. If any matter is prescribed for consideration by this committee in any law, rule or policy. d. Committee meetings will be held as needed. e. The Cabinet Division will monitor the progress of implementation of the decisions of the Committee. f. The Cabinet Division will provide secretarial support to the Committee. h. The notification issued by the Cabinet Division on 24 January 2024 in this regard shall be deemed cancelled. It will be effective immediately.

Finance advisor through another announcement. A 12-member government procurement advisory committee has been formed by convening Saleh Uddin Ahmed. Apart from the two members of the economic affairs advisory committee, two other advisors have been kept in this committee. The advisor left out is the foreign advisor. Tauhid Hossain and the advisor of the Ministry of Post, Telecommunication and Information Technology and the Ministry of Information and Broadcasting. Nahid Islam. Asif Mahmud Sajib Bhuiyan, Advisor to the Ministry of Youth and Sports and Ministry of Labor and Employment and Nur Jahan Begum, Advisor to the Ministry of Health and Family Welfare have been added to the Advisory Committee on Government Procurement. The advisors of the concerned ministries will also be members of this committee.

The scope of work of the Advisory Committee on Government Procurement states, (1) a. Procurement and contract of works and physical services and goods/machinery/equipment and related services above Tk 100 Crores sent by all Ministries/Divisions, Directorates/Directorates, Sub-Government, Semi-Government, Autonomous Organizations and State-Owned Industries in respect of development projects. Consider proposals for execution;

b. Purchases above Tk 100 crore in case of single completed work and Tk 50 crore in case of goods/machinery/equipment and related services sent by all Ministries/Departments, Directorates/Directorates, Sub-Government, Semi-Government, Autonomous Organizations and State-Owned Industries in respect of non-development budget and consideration of proposals for execution of contracts;

(2) a. Consideration of proposals for execution of contracts above 30 crore rupees related to consultancy services (consultancy services) in respect of development projects;

b. Considering the proposal to execute the contract above 20 crore rupees regarding consultancy services (consultancy services) in the case of underdevelopment budget,

(1) a, b and (2) a, b above in respect of figures mentioned in sub-paragraphs i.e. development projects above Rs. 30 crores and above in case of non-development budget, above 100 crores in case of approval of completion work purchase/contract, in case of purchase/contracts related to goods/machinery/equipment and related services above 50 crore rupees and in case of consultancy services above 20 crore rupees. Consider all offers:

(4) inspection and review of tender procedures followed by various institutions of the Government; and (5) consider any matter prescribed by law, rule or policy for consideration by the Committee.

(d) Committee meetings shall be held as and when required.

(e) The Cabinet Division shall monitor the progress of implementation of the decisions of the Committee.

(f) The Cabinet Division shall provide secretarial support to the Committee.

(h) The notification dated 24 January 2024 issued by the Cabinet Division in this regard shall be deemed to be cancelled. It will be effective immediately.
