In Europe, everyone claims to be the cradle of modern democracy. It is enough to dust off old medieval laws or institutions – from when monarchs were not yet absolutist and had to face limits and balances – to support a candidacy. In these parts, without going any further, we can choose between the usatges in Catalonia, the Cortes of León or the Perpetual Law of the Communards of Castilla… If we extended the search to all of Europe, the catalog would necessarily begin with the old parliament from England.
