The State Revenue Committee informs that in 2020 from July 1st, the requirement of labeling of medical drugs, tobacco products and footwear with means of identification and the ban on the circulation of unmarked products will come into force on the territory of the Russian Federation. Legislative regulations are planned for 2010. According to the Federal Law No. 61-ФЗ dated April 12, 2018 of the Government of the Russian Federation. No. 1556 of December 14, 2019 No. 224 of February 28 and 2019 by decisions No. 860 of July 5.

The government of the Republic of Armenia will define a national operator responsible for labeling within the framework of the Eurasian Economic Union. The latter will receive marking codes from the operator of the country setting the marking requirement, provide them to RA businessmen, as well as organize information exchange.

Before establishing a national labeling operator, the entrepreneurs of the Republic of Armenia, when transporting goods from the above product groups to the territory of the Russian Federation, can exchange labeling information through Russian Federation resident proxies on behalf of importers. An accredited branch of a foreign company can also act as a Russian resident proxy.

Thus, until the national operator is defined, the importer of the Russian Federation can order marking codes for the relevant products and provide them to the Armenian company (exporter). The means of identification must be affixed to the goods before they are imported into the Russian Federation.
